Began his career in 1965 as officer in the U. S. Marines -- Veteran of the Viet Nam War. In 1968 became an Assistant City Attorney in Portsmouth, VA serving as Counsel to Planning Commission, handled land condemnation for road projects -- involved extensively in acquisition of Port, Park & School Sites. Began private law practice in 1970. Representing developers for multifamily projects, condominiums, subdivisions, family homes & office buildings. Became a private contract attorney in 1993 representing the Virginia Department of Transportation. Joined VA OAG staff in 2000 -- as a Senior Assistant Attorney General served VDOT's Southeast Region as Staff Counsel. Returned to private practice in 2010 in Land Use, General Litigation & Transportation Law. Working full-time completed a two-year Graduate Certificate [19 graduate school semester hours with a 4.0 academic average] in Transportation Policy, Logistics & Operations in 2007 at George Mason University with an emphasis on Public-Private Partnerships, Tolling & Light Rail. Also, has more than 45 years experience in representing Churches in Virginia in civil litigation, land use and contractual matters.
