As the Director of IT for the City of Noblesville, I report directly to the Director of Public Safety and the Mayor’s Office.Responsible for the daily activities of the IT Department consisting of direct hire staff and managed service provider onsite staff.Responsible for the efficient implementation, operation, monitoring, and maintenance of all server infrastructure, network infrastructure, end user support, cyber security, data backup, and disaster recovery.Responsible for vendor and contract management. This includes preparing documentation for financial analysis, business case development, and budget modifications to present to the Board of Public Works and Safety, and the City of Noblesville Common Council.Fill the role of IT Project Manager for large IT based projects.- Implementation and migration to Office 365, Government Community Cloud.- Mobilizing users from a deskside work environment to a work from home environment.- Implemented Microsoft Teams Rooms for conferencing systems throughout the City.Responsible for IT Department annual budget. Cut annual budget by 25% in first year:- Removing services and software that was duplicating effort.- Discontinued contracts providing little to no value for the cost.- Consolidated costs historically unmanaged by other departments.Responsible for the recommendation, implementation, and management of technology upgrades, processes, and user training.

Leads and directs the work of IS support staff and resources for offices and job sites located across the U.S. Ensure that IS initiatives are met in a timely manner and within a prescribed budget. Administer service level agreements with our vendors in support of rental equipment. Facilitate action teams for standardizing operating processes and procedures, collecting metrics data, and innovation (Skunkworks). Manage the logistics and coordination for jobsite mobilization and demobilization of equipment and network infrastructure. Establish and maintain business relationships with vendors, communications/data service providers, client support staff, project teams, and other departments. Establish and maintain a disaster recovery plan for business continuity. Recommend upgrades, patches, new applications, equipment, and new technology for improving efficiency and effectiveness of our project teams.

Responsible for youth group activities, teen and family counseling/mentoring, events, programs and mission trips. Responsible for the training of leaders and students in the form of internships and other programs. Co-coordinate and plan the major regional retreat that includes groups from five states.

Configured and maintained client-server network of 120+ systems with 200+ users including multiple locations over a T1 line. Responsible for trouble-ticket process and troubleshooting network issues. Network includes MS Exchange server with outlook as main mail software, print servers with network printers, SQL server, and multiple OS end user systems. Also maintained voicemail system.

Responsible for programs, events, student leadership and mentoring for the youth ministry. Events included conferences, concerts, camps and multiple mission trips to Mexico with 70+ teenagers. Ran VCC’s High School services on Monday nights.

Installed routers and gateways for use in business or home LAN’s through PSTN. This included extensive use of TCP/IP, communicating with the ILEC and the SOP for local and wide area network setup and troubleshooting. This includes scripting and setting up Cisco and Copper Mountain products. Responsible for running cable and configuring hardware for phone lines and internal networks. Performed maintenance, setup and repair, on and off-site, for client systems, servers and printers.

Supervised integrators in the configuration and setup of PC hardware and software. Took part in the creation of Quality Controlled ISO documentation. Resolved systemic problems through contact with customer liaison personnel. Responsible for administrative accuracy. Directed product flow and enforced order priorities. Trained new hires; cross-trained existing employees on new procedures; participated with Production Supervisor in performance review process for integrators.

Used computerized accounts and databases for inventory control. Ordered parts and equipment based on a budget for Cruise Missile Project. Handled sensitive material such as classified papers and explosive devices. Completed military school for Gunners Mate, which involved learning to troubleshoot sensitive electronic, hydraulic and pneumatic components. Qualified as a team leader and explosive driver.
