James “Cliffy” Cluff is a Founding Partner and Chief Operating Officer of SOAR BEYOND. A retired Brigadier General, he is an internationally recognized expert in the field of airborne remotely operated vehicles as well as counter-unmanned aerial systems capabilities. He routinely presents at international conferences and symposia on these topics as well as the role and evolution of autonomous technologies.He retired from the United States Air Force (USAF) in 2020 as its preeminent senior leader in the field of unmanned aircraft as well as manned airborne intelligence, surveillance, and reconnaissance (ISR) operations. A combat-tested F-16 pilot with a reputation for outstanding leadership, he was hand-picked by senior USAF leaders in 2006 to assist in leading the nascent remotely piloted aircraft (RPA) enterprise during its rapid growth. Over the next fifteen years, he brought innovation and operational focus to the community, growing the enterprise to a truly global force. Upon his retirement he was the only USAF pilot to operationally employ all the USAF's RPAs: MQ-1, MQ-9, RQ-170, RQ-4.An organizational innovator, James is widely recognized as a collaborative, results-oriented executive with broad leadership, aviation and intelligence expertise. He has created and led multiple high-performing teams. Many of these teams were separated geographically but fully integrated and successful operationally. A true people-first leader, he loves teaching, mentoring and ensuring that teammates reach their truest potential."My purpose is to leverage my unique collection of experiences and expertise to help leaders and organizations achieve success in today’s complex and rapidly evolving world.
