Responsibilities include coordination, participation/development of, and review of project documents related to assigned projects following Idaho National Lab project management principles and DOE Order 413.3B requirements including project tailoring, project management plans, performance baselines, environmental documents, safety documents, commissioning plans, operational documentation, etc.Oversee design and construction contracts for all assigned projects. Includes development of contractual documents for Request for Proposals to include Statement of Work, NEPA, selection criteria for contractors, participation on award teams, etc. Development of project control documents including performance baselines, work breakdown structures, resource loaded schedules, organizational breakdowns, monitoring/tracking/analyzing/reporting schedule progress and cost performance, change/deviation control, developing/reporting earned value data for multiple multi-discipline projects, variance analyses, etc. Oversight of design and construction contractors during design and construction. Work consists of coordination of meetings including independent project reviews, project status meetings, design/construction meetings, design/industry charettes, construction safety walks, daily construction activities, etc. Approves all invoices submitted by design/construction contractors.Primary point of contact between contractors and INL personnel. Knowledgeable of all activities within INL and contractors. The primary responsibility of this position is to effectively integrate scheduled and proposed research/project work to maximize capability and resource utilization in support of quality research outcomes within the Materials and Fuels Complex (MFC). Responsibilities include facilitating discussions that support the integration of project activities in the MFC Field Node of Primavera P6 in conjunction with development and maintenance of the MFC Annual Mission Plan. Perform analyses of resource and facility utilization reports to identify conflicts associated with facility availability, capability and resources needed to support activities. Propose solutions and engage with the Mission Managers and other stakeholders to resolve conflicts.
