Appointed by the Mayor of the District of Columbia and confirmed by the DC Council in 2011. Responsible for administering the District of Columbia’s Procurement Program for over 70 agencies under the authority of the Chief Procurement Officer in accordance with statutory rules and regulations. Served as the central procurement and contracting officer for the District and as the Director of the Office of Contracting and Procurement with oversight and management of $18.4 million budget and 151 full time staff. The division processed contracts for goods and services in excess of $1 billion dollars for the District. Managed audit and compliance efforts of procurements in excess of $100,000 and directed a sustainable contract administration process for execution of contracts, vendor performance, sourcing and procurement strategy and timely payment for receipt of goods and services.

Appointed by the Governor of North Carolina in 2007 to serve as the Chief Procurement Officer for the State. Responsible for the State of North Carolina’s Procurement Program with budget oversight of $3.3 million with management of Central Division operations of 45 employees and provided goods and services of over $4 billion dollars within budget. Responsible for acquisition of equipment/materials, and supplies for over 30 State Cabinet agencies, 16 State Universities, 58 Community Colleges, 15 Hospitals and Institutions. Managed and responsible for oversight for the Division of Purchase and Contract in execution of contracts and purchasing of goods and services in accordance with statutory authority and good purchasing policy.

Responsible for oversight and management of purchasing of goods and services for state telecommunication systems, office supplies, printing, clothing, and food processing equipment for all state agencies, public schools, community colleges, and universities. Division oversight and management for purchases of $75+ million per year with a 7 person procurement specialist team with one purchasing assistant. Served as Historically Underutilized Businesses (HUB) liaison and represent the department at conferences, vendor trade fairs and workshops.

Planned and managed $20+ million budget for the purchase of equipment and MRO (maintenance, repair, and operations) supplies that included specialty parts, chemicals, plastics, and packaging. Contributed to on-time start-up of a $100 million U.S. manufacturing site for joint venture owned by companies in Italy and France.
