About James Liska
I am a government affairs and education professional with fourteen years of experience in Congressional relations, state legislative affairs, public policy, and experiential education. Most recently, I managed public policy and leadership education programs at The Brookings Institution, in collaboration with Washington University in St. Louis. I created and executed intensive seminars that provided senior federal agency officials (and others) meaningful insight into the inner workings of Congress, the executive branch budgeting process, U.S. national security, cybersecurity risk management and oversight, and advanced policymaking. Past work includes 7+ years at The Washington Center for Internships and Academic Seminars, at which I directed an academic public policy program that helped 1350 - 1500 student interns per year learn about the legislative process through small, formal visits with lawmakers on Capitol Hill. Additionally, I successfully lobbied state legislatures for appropriations, arranged educational briefings at embassies and think tanks, delivered civic engagement lectures, and liaised with university presidents, provosts, and professors to deliver first-class academic seminars on national security, cybersecurity, politics and media, and on-site programs at the 2016 Democratic and Republican National Conventions. Earlier in my career, I worked as a legislative editor for CQ / Roll Call, as a legislative intern for U.S. Rep. John B. Larson (D-Conn.), a campaign intern for Senator Richard Blumenthal (D-Conn.), and held several business development positions in finance/wealth management between 2009 and 2012.In my spare time, I'm an adjunct instructor at the Center for Strategic and International Studies' Abshire-Inamore Leadership Academy, where I help up-and-coming professionals understand DC power structures, effective networking, and career planning. I also mentor students interested in public service through both College to Congress and The Osgood Center for International Studies. Dickinson students and alumni - I am happy to connect, but please send me a note of introduction.
