Division Supervisor, Technical Advisor, Training Instructor

• Perform an array of technical, training, research, planning, compliance, program assessment and administrative activities related to TDEM federal and state grants administration.• Ensure sub-recipients’ and grantees’ compliance with conditions of grants by monitoring agreements, contracts, expenses, activities, and federal and state regulations.• Serve as a liaison between the sub-recipients, the state, and grant funding sources by attending meetings, responding to information requests, and resolving issues between parties involved.• Review submitted grant applications and determine the applicant’s eligibility for award based on established criteria.• Review actions plans developed by local jurisdictions for compliance with Federal Emergency Management Agency procedures and guidelines.• Conducts planning and reviews plans. Convenes, coordinates, and facilities internal and external stakeholder workgroups to review, develop clarify, and update local hazard mitigation plans.• Reviews plans developed by local jurisdictions for compliance with Federal Emergency Management Agency procedures and guidelines.• Ensures grantees and sub-recipients’ compliance with conditions of grants by monitoring and analyzing agreements, contracts, expenses, activities, hazard mitigation plans, and federal and state regulations.

o Oversee cross-functional work groups composed of internal and external department, local, state and/or federal stakeholders to develop program objectives, work plans, and subgrant budgets for subrecipients.o Oversee, monitor, and evaluate work plans and timelines to ensure submission of federal grant sub applications and program reports in a timely manner.o Provide guidance and oversight to staff and the community regarding grant administration, policies, procedures, resolve related issues and concerns, and ensure uniformity in grant and contract management.o Supervise and monitor the implementation, management, evaluation, and close-out of sub grants according to rules and regulations.o Ensure a grantee’s and sub recipient’s compliance with conditions of grants by overseeing agreements, contracts, expenses, activities, and federal and state regulations.o Review, monitor project costs, and approve budget justifications and budget revisions for awarded subgrants.o Prepare accurate requests and periodic reports for payment from state, federal and other grant sources.o Review submitted subgrant applications and determine the applicant’s eligibility for award based on established criteria.o Review letters of intent and grant applications.

- Assists in planning, organizing and coordinating programs that involve local, state, and federal agencies, volunteer groups, and the public.- Represents the state during post-disaster operations and helps coordinate provision of post-disaster assistance.- Travels throughout the state to survey disaster areas to assist in the identification of appropriate measures to assist local officials and the most applicable state and federal assistance programs to fund those measures. May assist in the development of requirements for grant programs and in the creation of grant applications that may be awarded by the grantor agency.- Interprets policies, rules, or regulations; provides guidance to staff and the community regarding grant administration, compliance, policies, and procedures; and resolves related issues and concerns.- Serves as a liaison to government agencies, community organizations, and the general public to assist in explaining program specifics and requirements.- Reviews action plans developed by local jurisdictions for compliance with Federal Emergency Management Agency procedures and guidelines.- Ensures grantee’s and sub-recipients’ compliance with conditions of grants by monitoring and analyzing agreements, contracts, expenses, activities, and federal and state regulations.- Reviews submitted grant applications and determines the applicant’s eligibility for award based on established criteria.- Assists in preparing and processing applications for disaster projects in accordance with applicable state and federal laws, rules, policies and procedures.- Monitors compliance with requirements, laws, regulations, policies and procedures for assigned program.- Maintains files and records and prepares reports related to grants issued and or received.- Prepares grant closeout materials.

Primary duties of an Incident Manager involve management, logistics, and administration of hazardous materials and environmental emergency response and corrective actions projects:- Gather information following an environmental / hazardous materials incident- Locate, dispatch, and manage a network contractor- Conduct federal and state regulatory notifications & reports- Coordinate disposal- Review / Audit Invoicing- Author detailed technical reports
