As a contract employee, I served as the chief executive officer of the PWSA, where I led the client organization. This combined water and sewer utility:* serves the City of Pittsburgh as well as several neighboring communities* has a staff of over 250* operating budget of $150 million* annual capital budget of ~ $30 million expected to almost double I led both the Veolia operating team and consulting team based at the PWSA. Veolia was responsible not only for the day-to-day management of the Authority, but also improving operations as measured through the achievement of certain KPIs as well as implementing efficiencies that reduced operating expense or increased revenues.Veolia's contract in Pittsburgh was its second Peer Performance Solution (PPS) contract in North America. This approach to serving municipal customers makes the worldwide resources and experience of Veolia Water available to managers at client utilities on a peer-to-peer basis. In contrast to our traditional O&M model where a broad range of services is provided on a turnkey basis, PPS is more like a consulting arrangement wherein discrete problems and opportunities are addressed. However, unlike a more conventional consulting arrangement, Veolia not only makes recommendations but works with the client to implement them.
