James has over 19 years of experience providing parking technology consulting services to aviation, education, health care, municipal, and private clientele. He has extensive project experience with a wide range of parking technologies including Automated Parking Guidance Systems (APGS), Automated Vehicle Identification (AVI), Parking Access and Revenue Control Systems (PARCS), and Valet Parking Systems, among others. He has expertise in the design of parking-related civil, communication, and electrical infrastructure as well as construction administration during the execution of the designs. In addition, James has extensive project management experience consisting of project identification and marketing, team identification, scope formulation, work plan and man-hour estimating, contract negotiation, public interviews and presentations, client relationship management, vendor relationship management, effort forecasting, monthly invoice review and approval, change protocol management, quality control/quality assurance, phasing and scheduling.James is a graduate of Texas A&M University; licensed as a professional engineer in the states of New York, Texas, and Washington; and certified as a Project Management Professional®.

After graduating from Texas A&M University, James joined Kimley-Horn as an analyst in Kimley-Horn's Parking Revenue Control Systems (PRCS) practice. During his employment, James was promoted to Senior Project Manager and was named an Associate of the firm. Project work included parking technology consulting and design for major US airports, municipalities, universities and private clientele.

Bryan/College Station, Texas Area

James joined Galindo Engineers and Planners, Inc. (GEP) in February of 1998 as an engineering assistant and performed engineering analysis and design on single-family subdivisions, multi-family subdivisions, commercial site plans, drainage reports and major water line design in and around Bryan and College Station, Texas. In addition, he prepared over 160 surveys for title conveyance, construction and land planning with time spent both in the office and in the field.
