The Nevada System of Higher Education (NSHE) is governed by the Nevada Board of Regents and serves over 100,000 students across its eight institutions with nearly 12,000 faculty and employees. I provide comprehensive legal services to the Chancellor, Executive Team, and the Board of Regents while providing oversight of NSHE’s legal staff of approximately 28 attorneys system-wide.
General Counsel & Vice President, College Of Southern Nevada
As General Counsel for the College fo Southern Nevada (CSN), I advise the President and executive staff an all matters. CSN is Nevada's largest and most ethnically diverse college serving over 50,000 students with hundreds of degrees and certificates in 70 academic programs and 26 degrees and certificates available entirely online. CSN has three main campuses in Las Vegas, North Las Vegas and Henderson, as well as multiple sites and centers throughout Southern Nevada.

As System Counsel & General Counsel to Nevada State College, I provide a vast array of legal and managerial services including, but not limited to:• Providing legal advice to the Board of Regents, Vice Chancellor of Legal Affairs, and various department clients of the Nevada System of Higher Education (NSHE).• Acting as General Counsel for Nevada State College (NSC), providing legal advice to the President, Vice Presidents, Provost and executive level faculty and staff. • Providing legal advice on and overseeing matters including, but not limited to: Title IX, VAWA, investigations, student conduct, student government, employment, HR, copyright, land use (Public Private Partnerships), FERPA and, Interpretation and application of codes, policies and procedures of NSHE, the Board of Regents and NSC.• Providing training on legal issues to employees, faculty, staff and student government in order to reduce litigation risks and liability.• Representing NSHE and NSC in litigation and administrative proceedings.• • Negotiating, drafting and reviewing contracts including, but not limited to, affiliation agreements, leases, development agreements, MOU’s, copyright agreements, purchase and service agreements, settlement agreements, and Inter-Institutional Agreements.• Serving as resource for problem-solving and decision-making in furtherance of the mission of the System and its institutions.• Providing legal advice and leadership in real estate planning and transactions by NSC. • Ensuring compliance with all federal and state laws and regulations.• Managing outside counsel when necessary to retain.
Acting Chief General Counsel / Vice Chancellor Of Legal Affairs
I served as Chief General Counsel (formerly Vice Chancellor of Legal Affairs) for NSHE, a state supported system of higher education, that serves over 100,000 students across eight institutions with nearly 12,000 faculty and employees. I provided legal oversight for more than twenty general counsels and staff attorneys across the state, managed the NSHE office of Human Resources, and provided comprehensive legal services to the Chancellor, Executive Team, institution presidents and the Board of Regents (an elected body of thirteen members).

As General Counsel, I provided a vast array of legal and managerial services to the NSC President and executive-level faculty and staff. I also worked closely with Faculty Senate on policy matters and the Nevada Faculty Alliance on collective bargaining matters.

Routinely appeared before all local jurisdictions in the Las Vegas Metropolitan area. Represented national, regional and local commercial builders, homebuilders, HOA's, and special interest groups on all varieties of land use and entitlement matters. Served as Outside Counsel for the City of North Las Vegas on all land use and zoning matters, related litigation, and assisted in the drafting of policies and ordinances. Practice areas included, but were not limited to, Land Use, Zoning, Government Affairs, Real Estate, Privileged Licensing, Gaming Law, DUI Defense, Criminal Defense, Personal Injury, Contract Negotiation and Business Strategy.
