As the interim Office Managing Partner, New York, I managed Tatum's NY Metro market to provide finance expertise and strategic analysis, planning and operating executive support to client organizations at critical points of transition and transformation. Specific results achieved included: * Increased office revenues 54% year over year, and nearly doubled the NY Metro Partner group. * September and December 2013 were the NY Metro office’s two highest revenue months since Tatum opened this office in 1999. * The NY Metro office had more revenue from technology engagements in 2013 than any other Tatum office.

I provided tax planning advice, tax compliance and audit defense services, as well as business consulting to increase the efficiency and productivity of in-house tax functions.At Watkins Meegan, they bring 37 years of experience and personal service to each engagement. I led the assembly and organization of data required to recover more than $600 million of federal and state income tax refunds, while also developing a robust, high-performing corporate tax function for the Company. I also supervised the Records Management function, oversaw the company's defense in a major litigation case, and participated in the formation of the company's Diversity Council. Other specific accomplishments included:Led Company efforts to recover $440 Million in tax refunds and interest for tax years 1996 to 1999 in just eight months from the filing of tax refund claims with the IRS to cash receipt. An additional $87 million in federal income tax refunds and interest as well as $74 million of state income tax refunds and interest were recovered in the 20 months ended July 2009.Turned around the Company's relationship with its IRS audit team in less than six months from mutual mistrust to a collaborative partnership that accelerated recovery of the Company's tax refunds for 1996 to 1999 and subsequent tax years.Re-focused/re-directed Tax Department staff to accelerate skill development and raise productivity, bringing more than $10 million of annual outside consulting work in-house.

I rejoined Tatum in July 2012 as a Partner providing CFO services in the Mid-Atlantic market centered in Washington, DC through January 2013. I worked on several client engagements with Tatum in these years, including service as a part-time CFO for a security technology company; forming a Board Audit Committee for the Board of a large corporate foundation; and consulting with a large public company completing a financial restatement following disclosure of a $3 billion financial fraud, and leading efforts to recover federal and state tax refunds for inflated taxable income reported in prior years.Prior to joining Tatum, I drafted valuation procedures for derivative securities held in portfolio as part of a team preparing Sarbanes-Oxley documentation for a large financial institution.

Intellectual Property Management: Started up function to protect the firm's intellectual property.Initiated processes and policies to protect intellectual property.Built a screening process for innovation, tripling annual applications for US patents.Mined company data to accelerate access to customer and vendor information from weeks to seconds.Negotiated $10 Million of software licensing contracts.Y2K Century Change: Turned around a floundering process change team overseeing corporate-wide disaster recovery plans and financial systems changes. Oversaw updating 370 finance systems for Y2K change (32 man years of work) and established corporate-wide disaster recovery plans.

Helped Freddie Mac initially build and eventually led its corporate Tax Department, responsible for all income tax compliance and tax planning advice. First hire to start up the firm's corporate tax function to transition the then $16 Billion tax-exempt company to a taxable entity beginning in 1985. Became the Tax Department Head in 1989.After becoming department head, right-sized this function from 61 to 38 professionals.Successfully defended 92% of $2 Billion of audit adjustments asserted by the IRS. Resolved IRS audit issues that increased after-tax earnings $134 Million in 1994.Implemented performance incentives and training to initiate tax deferrals and savings from tax reporting that increased net income by $27 Million.

Joined the audit staff with responsibilities for auditing financial statements of utilities and banks; transferred to Tax in 1980 with responsibilities for tax planning and compliance for clients.Audit clients: Washington Gas Light, First American Bank and Continental TelephoneTax clients: real estate developers, community banks and partnerships.
