• Designed, implemented and project managed the Multi-Sector Needs Assessment (MSNA), conducting 5,500 household-level interviews to assess the needs and vulnerabilities of crisis-affected communities in Libya. •Developed budget through liaison with finance, logistics and project development departments. • Managed in-country team including GIS specialist, database officer and project officer and led 160 enumerators on-the-ground in 20 regions of Libya to collect assessment data.• Processed and analysed data to provide key inputs into the 2018 Humanitarian Needs Overview (HNO) in close consultation with all main UN sectors. • Led external representation through bi-lateral and multi-lateral coordination meetings and consultations, presentations of key findings to donors (incl. ECHO, OFDA, UNHCR) and and other humanitarian stakeholders. • Produced final narrative report. •Developed concept notes for political economy assessments of the Libyan crisis

James was the Africa Research Manager at Armed Conflict Location & Events Dataset (ACLED) and contributed to consultancy projects with the Economic & Social Research Council (ESRC) and the Clingendael Institute. As a consultant for ESRC, he coordinated the systematic data collection, review, and testing of violence reported on social media during the 2017 Kenya elections, compared to conventional violence reports for the New and Emerging Forms of Data Policy Demonstrator Project.
