I serve as a contract manager in general procurement of tobacco prevention related services for the state. I also function as a budget analyst for grantees as well. In this role I:• Create, realize and administer new contracts for services as well as grants for the good of the public. Awarded and managed Proposition 56 and 99 funding (tobacco prevention) grants. Projects completed include Advancing Tobacco Cessation in Community Clinics Project and the Online California Adult Tobacco Survey.• Manage 25-35 awarded grants at any given time in this role, which includes maintaining open lines of communication to address issues specific grantees may have as well as specific modifications or revisions. This includes extensive knowledge of state and non-profit interactions. • Process monthly invoices for grantees and maintain budgets for each project to ensure spending is within regulations as well as within specific budgetary constraints--not exceeding any totals or line items.

In this role I was an employee of the Communications department responsible for creating content including learning modules and informational signage as well as switching (broadcasting) organization board meetings.• Managed CMS platform for internal signage and content distribution (Reach Media).• Created custom internal content for large-scale education and culture building purposes.• Recorded and edited learning module scripts for specific internal training purposes• Directed and switched several monthly board meetings which are available on CalSTRS YouTube, involves use of TriCaster and several physical media components.• Handled procurement for my business area to award and/or renew contracts for Communications services such as website design, captioning, CMS services and more. • Directed Awards program, entering Communications’ products into awards for consideration, and coordinating receipt of awards.

Provided oversight and technical assistance regarding Continuum of Care Reform (CCR) implementation. Gathered and interpreted statewide data in order to identify strengths and weaknesses of CCR implementation.Day to day skills used: Effective in-person communication, data analysis, basic data queries, advanced MS Office suite use, professional and courteous digital communication.• Analyzed data from counties regarding youth in congregate care. This data informs executives and management at the Department regarding counties' implementation statuses. Helped develop new reporting methods and ways to slice data to reflect quality of care within STRTPs.Developed Resource Family recruitment/retention methods through revised application forms which were in use during my time of employment.• Provided reports and informative spreadsheets to leadership regarding Resource Family Approval (RFA) progress. I used various performance indicators to gauge the RFA and overall CCR readiness of individual counties as well as the state at large. These calls provide a venue for leadership and county representatives to discuss the positives, negatives and difficulties of CCR implementation.

• Administered SB82 mental health grant funds to four counties (San Diego, San Joaquin, Lake, and Ventura). These funds were used towards capital and personnel costs for mental health facilities and mobile crisis support teams. Funded facilities and teams helped stabilize and support people going through mental health crises. •Participated in large scale hospital bond financings (Including City of Hope 2016A and El Camino Hospital 2017A). For these bonds I acted as the Authority representative, providing information to counsels drafting the documents and administering signature page execution and timely transfer. I also worked with auditors and financial advisors to evaluate the financial status of prospective borrowers (the hospitals themselves). •Facilitated low interest loans (through the HELP II loan program) for small health facilities including evaluating their financial status through reading audits and using basic financial analysis formulas. Worked with title companies and escrows as well as the borrowers themselves to complete the transaction.
