I manage the disbursements from the Divestiture and Project Accounts in line with the provisions in the Public Enterprises Restructuring & Divestiture Statute (Perd Act Cap 85) and the Development Credit Agreement (DCA) respectively. I coordinate the annual audit of the Project Accounts, fielding external audit queries and liaising with management on the concerns raised by the auditors and proposing strategies of addressing them.I prepare regular reports on the inflows and outflows of the Divestiture Accounts.I am in-charge of the quarterly project management report preparation and I collect data from all units in the project, summarize and present the information in the format prescribed by and acceptable to the International Development Association especially and, the Government of Uganda specifically the Ministry of Finance.I served as Secretary to the Project Contracts Committee for four years to 2011 and was involved in contract awards after review of reports on evaluation of bids for consultancy contracts handled by the project, this enabled me to gain useful insight in job analysis and project costing as well as competitive data presentation techniques.

In 1991 CAA was formed by combining functions of three government departments viz: transport, works and finance. I was one of two accountants recruited to set up the accounting department in the new CAA and played a leading role in the development and implementation of a new, comprehensive, accounting system including financial policies and controls as the organization took over functions of the three different government departments at start up. I performed and later supervised and managed the core accounting functional activities including budget preparation coordination, preparing monthly bank reconciliation, reviewing the payroll, reviewing payment vouchers, data entry for the accounting computer software package, preparation of statutory financial reports along with management reports for management and the Board of Directors. I liaised routinely with the Authority’s bankers on banking issues of the Authority and facilitated external auditors in the Authority annual audit process. I acted on an extensive term (close to two and a half years) as Director Finance of the Authority, an opportunity that gave me insight into the wider management issues of finance in the public sector which experience has greatly assisted me in dealing with reform, restructuring and divestiture issues of Public Enterprises in my current job placement.
