His vision has evolved over 23 years of professional environmental consulting in which he has advised the entire spectrum of business entities from small private enterprise to the largest publicly traded companies in the world. In doing so, Mr. Hogan has gained universal respect as a fiduciary of his clients’ financial, regulatory, scientific and engineering obligations to absolve their environmental liabilities. During my career at ECC Horizon, I provided high-level strategies for insurance companies to manage and settle pollution claims. As an advisor and technical lead to over 40 insurance companies on over 100 complex commercial claims spanning the East Coast, Midwest, Pacific Northwest and Alaska, these strategies proved successful regardless of the regulatory framework. I also served as one of the firm’s key litigation experts, providing attorneys with technically defensible expert consulting, expert witness and fact witness testimony to assist with claim settlement. These successes at ECC Horizon manifested themselves into a 4-fold growth of the Midwest Regional office from the time I arrived to the time I left. During this period, I developed new avenues of business, including a new Practice Area for ECC Horizon known as the Reserve Estimate Practice Area. As both the Practice Area Leader and technical developer of this program, I created a proprietary computer model designed to estimate both the lifecycle cost and timeframe to achieve regulatory compliance for any given claim. These efforts proved successful for claim settlement negotiations. Finally, as one of the leaders of the firm, I routinely participated in leadership meetings, client presentations and conference marketing. These efforts helped the firm successfully meet both its short-term and long-term strategic business objectives.

During my career at Hull, I was trained with field skills, regulatory knowledge and client management of environmental pollution claims. Hull provided me with the technical foundation for site assessment and remediation that I have taken with me throughout my career. They also provided me with the knowledge and understanding of how to interpret State and Federal regulatory frameworks. As I learned to apply these skills successfully, Hull advanced me within the company to higher positions and more responsibility. Over time, I carved out a niche for lifecycle analysis of contamination claims that eventually led to advising a key client on both the cost and timeframe for closure of over 800 claims annually. This body of work provided the client with reliable long-term provisioning as well as annual budgeting on a very large portfolio of sites. As I continued to progress with Hull, I assumed direct management of the largest groundwater remediation project in the State of Indiana. This multi-faceted project required me to diplomatically manage 100-plus businesses and residents whose drinking water wells were affected by the plume. In an effort to ease tension with the public, I developed a high level plan to upgrade system efficiency through high-tech devices and computing that connected several systems within a 3-mile radius into a single remote controlled GUI. The upgrades ultimately reduced operating costs by over 30% per year, but, perhaps more important, this effort reduced our visibility to the public, thereby easing public tension with the client.

As an intern at SwRI, I received my first taste of applied science during which I served as an office and field intern for SwRI’s Center for Nuclear Waste Regulatory Analyses (CNWRA). My work there contained a project that entailed planning for a trip to Yucca Mountain to map fractures above a proposed high-level nuclear waste facility, mapping the fractures, developing a GIS map and reporting the findings to the CNWRA staff. The fracture map would then be used to assess surface fracture connectivity to the underlying volcanic rock layers. The resulting connectivity analysis would then be provided to hydrogeologists to assess groundwater transport through the layers, down into the proposed high-level radioactive waste facility and, ultimately, into groundwater further below the waste.
