Renewable Energy Solicitations & Contract Management:* Issuing competitive solicitations for new renewable energy projects. * Evaluating proposals received through solicitations and interviewing proposers.* Negotiating long-term power purchase agreements (PPAs) for renewable energy projects.* Presenting PPAs to the City's utilities board and Council for approval. * Procuring renewable energy supplies for the City's voluntary 100% renewable energy program (PaloAltoGreen).Electricity Supply Portfolio Management:* Leading the development and implementation of the City's ten-year Integrated Resource Plan (IRP)* Trading electricity and environmental commodity products in conformance with the City's risk management policies. * Developing and maintaining the City's electric portfolio planning analytical models. * Reporting to key stakeholders on electricity supply portfolio costs and risks. * Developing annual commodity budgets. * Assisting in the development and implementation of commodity price risk management strategies. * Representing the City on external agency task forces and working groups. Greenhouse Gas Emissions Inventory Reporting:* Developing and submitting the City's annual GHG emissions inventory reports.* Hiring consultants to verify these reports and supporting them through the verification process.

Quantitative analysis and market research for investor-owned electric utilities in support of regulatory filings and program development. Primarily demand-side management (DSM) oriented -- demand response, energy efficiency, value-of-service studies.

Worked on developing a program for disbursing $50 million in funds allocated toward solar research, development, demonstration, and deployment activities through the California Solar Initiative (SB 1). Facilitated a day-long workshop to gather information from industry experts. Co-authored a staff report on the subject that was approved by the Commission.

Evaluated the major barriers to greater use and availability of E85 (ethanol) and B20 (biodiesel) at refueling stations in the U.S., as well as the policy options available to overcome those barriers. Planned and led a weeklong informational fieldtrip to three Midwestern states for team members. Interviewed numerous industry experts and lawmakers.
