Professor Jim Lucey is the Inspector of Mental Health Services at the Mental Health Commission of Ireland and a Clinical Professor of Psychiatry at Trinity College Dublin (TCD) and an Associate Professor of Psychiatry at the Royal College of Surgeons in Ireland RCSI. Prof Lucey was formerly a Consultant Psychiatrist at St. Patrick’s University Hospital in Dublin. From 2008 to 2019 he was Medical Director of St. Patrick`s Mental Health Service (SPMHS), during a period of radical reform of Ireland`s oldest and largest independent not-for-profit Mental-Health provider. He has over 35 years experience in clinical psychiatry. Previous clinical appointments include Consultant Psychiatrist at Connolly Hospital (HSE), Dublin, and Consultant Psychiatrist & Senior Lecturer at St. Bartholomew’s Hospital (NHS), London.Prof Lucey was educated at St Michael’s College, Dublin, the Royal College of Surgeons in Ireland, Trinity College Dublin (TCD) and Kings College, University of London. He graduated MB LRCPSI from RCSI in 1983, MD from TCD in 1993 and PhD from King’s College London 1999. He trained at St. Patrick’s Hospital, Dublin, The Maudsley Hospital, London and The Institute of Psychiatry (Kings College, London) where he was a Wellcome Trust Research Fellow. In 2006 and in 2014 he studied leadership at the Harvard TH Chan School of Public Health in Boston.Prof Lucey was formerly a Governor of St Vincent’s Psychiatric Hospital (HSE) in Fairview Dublin, a member of the Health Committee of the Irish Medical Council, and a board member of the Mental Health Commission of Ireland. Prof Lucey is a writer, broadcaster and public speaker with three best selling books on mental health ‘In My Room’, ‘The Life Well-Lived’ and ‘A Whole New Plan For Living’.Recent public speaking engagements include ‘The Lucas Lecture’ for the Apothecary Society at the 2019 RCPI St Luke’s Festival and a key note address at the Irish Mental Health Summit in 2020 and at The National Council for Wellbeing - 2022 Annual Conference in Washington DC USA in 2022. He has presented to many other clinical and non-clinical bodies including the RCPI, RCSI, ICGP, and the BMA.Professor Lucey is a lay cannon of Christ Church Cathedral in Dublin. Prof Lucey has been a clinical professor at TCD since 2008. His research interests include the biology and treatment of anxiety disorders. He completed an MD on the study of OCD using neuroendocrine techniques under the supervision of Prof TG Dinan. Later with the late Prof RW Kerwin he used functional neuro imaging (SPECT) to examine the brain basis of anxiety disorders including Panic Disorder and PTSD. Prof Lucey teaches at TCD. He is also an Associate Professor of Psychiatry at RCSI Health Sciences University where he was consultant to the Student Welfare team. He is a clinician, researcher, teacher, writer and broadcaster with more than 50 peer- reviewed research publications and three best selling books on mental health.

Professor James V. Lucey joined St. Patrick`s senior management team in 2008. In fulfilment of the hospitals strategy to modernise and expand into the community (Mental Health Matters, and Empowering Recovery) he was Medical Director during a period when St.Patrick`s MH Services (SPMHS) were completely reorganised- introducing multidisciplinary teams operating on a recovery basis with enhanced quality and governance structures. St Patrick’s Hospital achieved University Status becoming ‘St Patrick’s University Hospital’ with increased teaching and research roles. All St. Patrick`s approved centres became fully compliant with the standards of the Mental Health Commission from whom SPMHS obtained commendation for excellence. Seven new community clinics were opened (Dean Clinics) bringing independent sector community mental health care to Dublin, Cork and Galway. A further three new Associate Dean Clinics were added after 2012. A brand new service for young people (Willow Grove) was opened with integrated community adolescent mental health services (CAMHS) located at the Dean Clinic in Lucan in County Dublin. A fully integrated Electronic Record was established and Wellness and Recovery Day services were introduced to improve access and support for service users in their community.
St Patrick'S University Hospital
Dr Lucey provided a busy consultant led general adult psychiatry service to patients attending St Patrick’s Hospital. He established a new Department for the treatment of Anxiety Disorders and championed the role of nurse delivered CBT. He was responsible for the reform of the Department of ECT and led the MDT which obtained the first ECTAS rating of ECT in Ireland. He became Chair of the Irish Psychiatric Training Committee (Eastern Region) and Secretary of the Royal College of Psychiatrists (Irish Division). He taught at TCD medical school at Senior Lecturer level and commenced his training in leadership at Harvard TH Chan School of Public Health.

Dr Lucey was Consultant Psychiatrist and MDT team leader in a rapidly expanding community mental health service in west Dublin based at Connolly Hospital at its psychiatric inpatient ward, OPD, Day Hospital and community supported hostel facilities. He taught undergraduate students at RCSI Medical School and completed his PhD studies for the University of London - Kings College - on the neuro imaging of patients with OCD, Panic Disorder and PTSD.

Dr Lucey was a Consultant Psychiatrist and Senior Lecturer at the Department of Psychological Medicine at St Bartholomews Hospital in London. He led the first MDT to establish a new inpatient psychiatric intensive care service at Homerton Hospital in East London. He taught clinical students at Bart’s Medical School and at Queen Mary & Westfield College. His research into the management of psychosis with novel agents with reduced use of high dose antipsychotic medication was published during this time.
Kings College University Of London
Dr Lucey was awarded a Wellcome Trust Research Fellowship at the IOP to study the SPECT neuro imaging of Anxiety Disorders under the supervision of Prof RW Kerwin and Prof Lyn Pilowsky. Working in collaboration with Prof Isaac Marks at the Maudsley Behaviour Therapy Department he recruited patients with OCD, PD and PTSD to examine brain-behaviour relationships in each form of anxiety. During this time he supervised research produced by MSc students in neuroscience. His work on SPECT imaging of patients with anxiety was published.
