Working with Deloitte Consulting, I was the operational lead responsible for supporting the development of the Working Links end state vision for the transformed business. Responsible for the successful implementation of Resettlement Services in 15 prisons across BGSW CRC, DDC CRC and Wales CRC as part of the Transforming Rehabilitation contract mobilisation. Responsible for stakeholder management activity with Ministry of Justice (MOJ) Contract Management and Assurance teams, National Probation Service (NPS), Prison Governors, CRC leads and suppliers; supplier on-boarding including contract negotiation and development. All services were live on contracted start date and delivered within budget.

Working Links Service Design Lead responsible for the development of financially viable operating models to support the bidding process for the Transforming Rehabilitation competition. Successful in developing solutions to secure 3 Transforming Rehabilitation contracts valued at approx. £360m over life of contract.Completed a full task analysis of all probation functions to identify operating efficiencies and support development of the operating model including integrated functions.Supported the bidding process by providing briefings to bid managers and writers on new service design, writing responses to ‘Interfaces’, “Resettlement Services’ and “Unpaid Work’, supported the bid QA process and MoJ competitive dialogue sessions.

Responsible for the operational management of the NOMS CFO round 2 contract in London, Moving On, aimed at improving the employment prospects of offenders. Contract value exceeded £20m. Developed and implemented strategy to improve contract performance achieving and exceeding all performance measures set by the funder over the life of the contract. Managed an operational delivery team of over 70, including 6 direct reports, delivery of services into 8 prisons across London, performance management of 4 end to end partner organisations and internal delivery in the community. Experienced in developing and managing relationships with key stakeholders.

Responsible for the planning and delivery of a number of business projects, contract implementations and performance improvement initiatives.Project Manager for the implementation of successful tenders from multiple contract funders including the Ministry of justice (MoJ), National Offender Management Services (NOMS), Department of Work and Pensions (DWP) and the European Social Fund (ESF).Developed and implemented a Programme structure for the Justice business strand to support bid development, pre implementation work, implementation and contract decommissioning.Managed performance improvement projects both the NOMS CFO Moving On project in London and the New Day contracts in Wales. NOMS CFO Moving On performance increased 400% within 3 months.Project Managed the development and implementation of policy and procedure to support introduction of new legislation relating to Safeguarding. In my role of Project Manager and as a partner to HMPS during the prison competition, I worked closely colleagues at HPMS to develop implementation plans to support the bid proposals for both resettlement services and prison industries.Responsible for the production of project documentation including project initiation documentation, project plans using MS Project and risk logs. Managing business and project risks, including the development and execution of mitigating actions. Ongoing management of project activity and reporting to project sponsors. Preparation of End Project documentation.

Management of two teams of ten staff operating across five offices responsible for contract Finance and Administration and pan London provider administration and invoicing. Within Contract Administration and Finance I was responsible for the production of all financial claims relating to the New Deal contract (approx £10m per financial year), payments to jobseekers, office expenditure, validation of all contract paperwork and preparing and managing internal and external audits.Design and implementation of a pan London provision referral process for use by Consultants across all Employment Zone contracts in London including development of business processes and management systems. To deliver the project I had to liaise with the Provisions Team to design the process, create process flow charts and training materials for consultants, create a number of provider accrual sheets to report costs, train existing staff in new processes. The provisions cost for the New Deal and Employment Zone contracts totalled £1.5m per year.

Responsible for introducing operational processes and practices with the remit of improving quality, accuracy and reporting standards. Lead in the development of a Local Operations Framework (LOF) for the Hackney New Deal contract. Responsible for IT, system and process training for new members of staff and the training of existing staff on system and process changes. Developed a suite of weekly, monthly and ad-hoc MI Reports for internal and external stakeholders including Jobcentre Plus (JCP). Developed, maintained and monitored performance reports for external training partners.
