 Broad Area Maritime Surveillance-Demonstrator (BAMS-D) forward operating location maintenance & operations detachment. Joint Air Force & Navy deployment of RQ-4 Global Hawk Unmanned Aerial Vehicles (UAV) in support of Operation Enduring Freedom & Coalition theater security operations. Operations management for three global detachment sites. $10M budget, 92% of requested tasking, 1,200 flight hours, more than 60,000 images from the highest demand intelligence, surveillance& reconnaissance (ISR) platform in the Central Command inventory. Voluntarily deployed as on-site lead for a team of 21 operators and maintenance contractors. Led a team of engineers, operators & safety experts and parlayed their combined skill and expertise to develop a risk management framework allowing aging aircraft to execute their missions safely and meet required tasking. Served as the Navy liaison for basing and logistics issues laying the ground-work to multiply the number of aircraft with multi-service and multi-national partners. Developed logistics & facility management information technology (IT) graphical planning & visualization tool to assist in managing maintenance efforts for 3 different aircraft type-model-series (TMS), allowing for optimization of aircraft footprint for Navy/Air Force team.

Authored the training & readiness requirements to make those unprecedented deployments possible and serve as the roadmap for future force utilization. Developed planning & tracking information technology (IT) database & graphical user interface (GUI) to combine disparate sources into single point visualization system to assess combat readiness & ensure combat effectiveness.

 Achieved the highest deployment & utilization rate of the previous five years opening the door for new opportunities for utilization of the Naval Reserve. Responsible for the training & readiness (T&R) of 100+ aircrew, eliminating nearly all risks to squadron performance while ensuring that T&R requirements were met on-schedule and on-budget. Preserved money & resources by moving the planning period from 3 months to 18 allowing the squadron to cut its monthly time-to-train in half. Developed data synthesis IT solution to combine output of multiple deprecated databases into predictive forecasting & visualization tool. Personally developed & implemented the fiscal year budget & training plan for 300 tactical flight events and 300 pilot proficiency events per year. Overcame significant hurdles associated with drastic organizational change to replace reticence & mistrust with cooperation & synthesis. Rebuilt a decimated maintenance department from 15 full-time and 60 part-time personnel to 80 full-time and 80 part-time. Increased production management, quality assurance and aviation maintenance qualifications 10-fold over an 18 month period, restoring expeditionary capability to a unit that had not deployed in the previous three years because it lacked qualified personnel. Improved qualifications, certifications, & licenses (QCL) within the Maintenance Department from 9 to 424 within the first 8 months in the unit and added an additional 458 in the next 8 month period. Developed online training management IT tool for Naval Air Training & Operating Procedures Standardization (NATOPS) testing & certification, and Federal Aviation Administration (FAA) instrument rating certifications. Two time winner of the Chief of Naval Operations Safety Award and 2009 recipient of the Department of the Navy Safety Excellence Award distinguishing the squadron as the best in all of the Reserve Air Enterprise.

 Developed information technology (IT) & graphical user interface (GUI) data solution for training, certification, & online testing. Replaced & augmented inferior, outdated, systems to provide management, tracking, & forecasting solution for 1,100 flight & simulation event-per-month training cycle for more than 150 instructor & student aviators. Automated scheduling & operations management within the squadron. Developed light-weight graphical application to assist in student grading & standardization. Network management for 130 machines in classified and unclassified environments. Personally responsible for 110 seat deployment to replace legacy networks. Redesigned IT architecture and data management framework for aviation & maintenance training, personnel management, & maintenance production reporting.
