Dr. Taylor leads the development, and deployment of shared housing training collaboratives for homeless / housing systems across the country. This rapid, facilitated eight-week process allows systems to quickly adapt, develop, and implement a system-based shared housing framework with effective, research-based tools and guides. To date, the Institute has eight regional systems have completed the shared housing learning collaborative, including San Diego, Salt Lake City, Las Vegas, Connecticut, and Phoenix/Maricopa County Arizona, Western New York, San Bernardino County, and many additional organizations from Philadelphia, Dallas, Richmond, from over 2o different states across the country. Dr. Taylor is also co-leading the Shared Housing for Prevention Systems Pilot, developing a national training model; and is currently participating on two evaluation teams for assessing the impact of housing and health measures on well-being outcomes.

Dr. Taylor was a Senior Principal at LeSar Development Corporation, and led a multi-site data integration project, combining data analytics, rapid-cycle evaluation, and a sustainable integrated data infrastructure to connect health, housing, criminal justice and employment data, supporting cross-sector goals for health and housing stability. Dr. Taylor led a national Shared Housing initiative in sites across the state of California, developing and deploying the evidence-based Shared Housing Toolkit Training Curriculum, advancing capacities to implement this alternative housing approach for people experiencing homelessness. Dr. Taylor also led the development of the Data to Action Training curriculum and a national Community of Practice building capacities for data-driven decision making among state and local data leaders, advancing data-driven planning capacities.

In 2018, Dr. Taylor was funded by SAMHSA to develop a white paper on Shared Housing and Alternative Housing for people with SMI, motivating the national shared housing training movement. She also led a HUD-funded, six-site data analytics project, combining research analytics with HMIS data to assess local effects of the homeless service systems, developing data maturity across each system and deploying advanced statistical analysis to assess the effects of RRH and other housing programs on decreasing risk of homelessness. For the Office of Women’s Health, Dr. Taylor led the development of the HIV Prevention Gender Toolkit, Facilitator manual, and Participant manual and worked with Alaska #39's state health department to establish data reporting frameworks for the evaluation of their Garrett Lee Smith suicide prevention training project, to promote expanded understanding and funding for suicide prevention training programs across Alaska. With SAMHSA’s Now is the Time - NITT Project AWARE, Dr. Taylor led Project Evaluation TA and Training for twenty Project AWARE sites. Dr. Taylor also led multiple learning communities with states involved with data integration and data driven decision-making. Past projects also include the completion of a Behavior Health Quality Measurement project with training for behavioral health service coordination efforts across systems of care.

Ms. Taylor provided expert facilitation services for national Policy Academies, including SAMHSA’s Bringing Recovery Supports to Scale, Returning Warriors, Co-occurring Disorders; Sustainability Plan for Chronic Homelessness Initiative; HUD and DHHS Policy Academies on Improving Access to Mainstream Services for People Experiencing Homelessness, Child and Family Homelessness; and the SAMHSA, DOD, VA National Behavioral Health Workforce Development Conference.

Ms. Taylor taught Homelessness–Housing Policy courses in the Sociology Department. She also served as co-PI of the development of a comparative case study evaluation of ten year plans to end homelessness and their impact on ending homelessness, establishing a theoretical framework to measure innovation dissemination and local translation mechanisms and an analysis framework for social determinants of homelessness.

Ms. Taylor was responsible for strategic planning, committee partnership, development, design and implementation of City of New Britain’s Work Plan to End Homelessness, targeting the development of multiple supportivehousing projects.

Ms. Taylor led the planning and development of the Continuum of Care (CoC) HUD Exhibit One applications with six Connecticut communities; Strategic Planning with Connecticut Planning and Evaluation Council; provided training and facilitation to CoC committees around HMIS, Goal Setting, Workforce Development, and Housing First.

Ms. Taylor provided development and planning support for the national supportive housing program helping to implement activities to bring to scale housing first replication efforts.

Ms. Taylor was responsible for planning and development of funding sources for comprehensive, community-based mental health service agency. She developed federal and foundation strategies for agency-wide services, focus on permanent supportive housing/employment programs. Over $2 million funding secured.

Ms. Taylor was responsible for program planning and grants for multiservice anti-poverty agency. She developed successful grants for CRT’s Head Start program, literacy projects, youth substance abuse prevention project, and employment training programs.

Ms. Taylor directed the planning, implementation and funding of innovative community health care program, networking 200 physicians to provide free health care homes to medically indigent populations and leveraged community-based family support services and dental care to coordinate with medical services under Seacoast HealthNet, serving over 1,000 clients per year.
