Served as interim manager of Agreements & Negotiations Unit with 8 staff, to streamline and address critical work, significant procedural and technical obstacles, and engineering consultant agreements backlog following 12-month absence of manager, who retired after 35 years in role. Successfully led Connecticut Port Authority (CPA) technical transition effort, implementation of statutory transition, and worked with over sixty five constituents in preparation for transfer of all unit functions and drafted succession, assignments and land transfer documents in absence of functional leads at new CPA and existing DOT ports unit.

Assisted Commissioner and Office of the Governor with policies, analyses and talking points related to alternative fuel transportation and infrastructure initiatives.

Evaluated, drafted, edited, and monitored regulations, legislation, fiscal/business impacts, contracts, releases, executive orders, proclamations, department policies, and extraditions. Handled delicate or complex constituent, municipal, FOIA, ethics, federal, contract, tribal, audit, and agency matters. Drafted or reviewed official messages, hearing and Congressional testimony, waivers, agreements, the Affirmative Action Plan, and correspondence. Mediated complex disputes. Reviewed credentials and executive nominations. Undertook special projects such as working to resolve the complex, ten-year stalled Fairfield-Metro Train Station, private-public, transit oriented development project; and, helped effectuate policy. Developed executive order and served on Electric Vehicle Infrastructure Council (EVIC). Facilitated Post Employment Benefits Commission. Created, convened, and chaired ELECTRIC working group to effectuate EVIC objectives, lead municipalities and communicate with relevant entities, and identify and initiate necessary administratrive policy changes.

Achieved 23% increase in applications despite national downturn. Managed functional database design, modifications, development, testing, training documentation, and implementation across 64 departments. Created communication and process protocols. Worked closely with Offices of Affirmative Action and International Students to promote diversity.
