I performed executive level management and oversight of all business operations for the Virginia Department of Health (VDH). As the Chief, I strived to build an accountable and competent team through strategic partnerships. The goal of my leadership team and I has been to develop VDH-wide administrative process accountability, and standardization while increasing customer service by being a valued business partner providing client centric solutions to VDH’s over 3700 full time employees as well as wage and hundreds of contract employees. Administration: Planned, developed, implemented, and independently performed audits and inspections of region and installation programs in accordance with applicable guidance. This included developing criteria to assess programs, policies, and practices based on risk and local laws. Inspected and provided root cause and recommendations for various operational programs in Italy, Spain, Djibouti, Poland, Romania and the Kingdom of Bahrain. Produced inspection reports and briefed findings and recommendations to Commanding Officers and the Admiral. Ensured timely execution of inspections, reviews, studies, and analyses of region and installation programs. Monitored management responses and execution of corrective actions or program improvements for all findings identified during inspections. Program Management: Conducted investigations received through the Hotline Program; administered the region hotline program, to include investigations into fraud, waste, abuse, or mismanagement by interviewing witnesses and subjects of investigations. Completed command directed inquiries consulting with the Office of General Counsel. Conducted preliminary inquiries, investigations, and compliance inspections, and prepared reports in accordance with Department of Defense (DOD) standards.Financial Management: Served as Managers' Internal Control (MIC) Program Coordinator responsible for overseeing and executing the MIC Program in accordance with Department of Navy and Federal Manager’s Financial Integrity Act of 1982 guidance to assess internal controls ensuring the command identified weaknesses and vulnerabilities that could result in mission degradation, failure, fraud, waste, abuse, or mismanagement. Ensured financial programs and processes were in compliance with the Agency Risk Management and Internal Controls Standards (ARMICS).

Planned, developed, implemented and maintained Stafford County’s facilities, programs, assets, revenues, and services to support its mission of offering a wide range of affordable leisure, recreational and sports programs to improve citizens’ social, mental and physical development while improving quality of life. Accomplishments include providing cost effective management and maintenance of the County’s parks, aquatic attractions, public buildings and grounds. Provided effective and efficient oversight of recreational and enrichment programming while directing facilities, programs, assets, revenues, and services within the framework of program priorities and established goals. Served as staff liaison moving forward initiatives from the Board appointed Commissioners to the elected Board of Supervisors.

Served a State Government Transportation Agency with approximately 7500 employees and the third-largest state-maintained highway system in the country. Led an aligned, engaged, and high-performing team of 120 employees statewide that managed business processes, material management programs, conducted training and compliance reviews, managed capital projects, facilities and security, printing and reproduction, records management, supply center, mailroom and purchase a myriad of products and services from marbles to technology solutions to support VDOT’s mission to build, maintain and operate transportation infrastructure. Business Operations: Served as the Administrative Services Director and Chief Purchasing Officer at the Virginia Department of Transportation (VDOT), responsible for procuring more than $500 million in goods, services, building construction, maintenance and renovations annually. Along with traditional contracting methods. Worked very closely with other department heads collaborating on innovative contracting and delivery methods through the Request for Information (RFI) process from industry leaders.
