Responsible for the daily management of the Navy Training System Plan (NTSP) and Front-End Analysis (FEA) development team. Serve as sub task lead for Task 5 on Serco’s SEA 21 Omnibus contract. This involves the supervision of 57 personnel across 5 geographic areas. Provide subject matter expertise in all aspects of amphibious warfare across the PMS 339 portfolio of NAVSEA Program Offices. Reorganized the administrative support aspect of the contract to include developing a new Standard Operating Procedure (SOP) to streamline the hiring of new personnel in a COVID-19 telework environment. Created databases / spreadsheet to provide clarity to the customer as to work in execution as the team worked remotely with minimal interactions due to COVID restrictions. Develop Contract Data Requirements List (CDRL) deliverables to include the Monthly Technical Report (MTR) for Task 5.

Served as Deputy Program Manager on a Foreign Military Sales Supply Chain Management case. Stood up and managed a team of 90 personnel both CONUS and OCONUS across 15 Military Sites. Ensured ITAR compliance. Implemented training solutions for the customer including Front End Analysis (FEA) and Job Duty Task Analysis (JDTA) across the ministry of defense to determine training scope requirements. Developing Standard Operating Procedures (SOPs) for supply chain management and established comprehensive training curriculum for in-country personnel. Coordinated logistics support for all US FMS Programs in the partner nation ensuring all their logistics data was captured and inventories managed at the warehouse level. Programs included FA-18 C/D and future planning for E/F variants, M1A2 Tanks, Apache Helicopters, Patriot Missile and Aerostat. Conducted OCONUS Site Surveys for the customer and wrote a comprehensive baseline assessment outlining the status of the supply chain throughout the Ministry of Defense. Perform complex administrative and analytical tasks in support of Ship To Shore Connector (SSC) Division Director (PMS377K). Provide Program and engineering analysis, problem tracking, resolution management support. Review, prepare, provide analysis and recommendations to proposed craft changes, CDRLS, CPR’s, EVM and readiness reviews. Liaise with various agencies to develop Program Phasing Plans and track through major milestones, delivery and OWLD. Prepare and perform Program Risk Assessments and Analysis as directed by PMS377K. Coordinate with agencies and Fleet activities to plan for Post-Delivery Test & Trails (PDT&T). Utilize Fleet experience to identify issues, capture fleet concerns and address technical solutions. Prepare System Engineering POA&M’s and Production Risk assessments. Examine, evaluate and recommend work packages for Post Delivery planning and execution through OWLD. Coordinate Fleet introduction with other agencies to determine requirements for On-Site representation for Training and Technical support at Fleet activities

Perform complex administrative and analytical tasks in support of Landing Craft Air Cushion (LCAC) Division Director (PMS377J) and Landing Craft, Utility (LCU) (377J1) life cycle management. Work in conjunction with In-Service Engineering Agents (ISEA) in Panama City, Philadelphia, and Boston to develop and monitor the fiscal year budget. Enter process and track all LCAC Craft Change Documents (CCDs) and LCAC correspondence documents including advisories and test plans. Through continuous communications with Program Managers, Procurement Specialists, Design Engineers, and Production Personnel ensure that program requirements meet the project schedule. Support the LCAC & LCU workflows; processes and procedures within the Integrated Data Environment (IDE). Participate in all technical reviews and Configuration Control Board (CCB) reviews, including meeting minutes and action item follow-up. Prepare and brief PowerPoint presentations, detailed flow chart diagrams, programmatic reports and reporting metrics. Support LCAC & LCU Life Cycle Management through providing recommendations for process improvements and participating in all technical reviews including meeting minutes and action item follow-up.

As a Navy Master Training Specialist, managed the command Training Department of 22 LCAC instructors, overseeing advanced qualification requirements in support of final certification of forty-five crew personnel annually. Directed 12 LCAC Training Team senior crew personnel in Operations Department, responsible for teaching advanced tactics, techniques, and procedures. Planned, scheduled, and coordinated training cycles for six operational detachments. Technical advisor for operational and training standards, established methods and requirements for improving manning, training, and doctrine for Amphibious Warfare and LCAC readiness and training. DRRS-N, TORIS / TFOM experience; updated Naval Beach Group training manuals to reflect Fleet needs and requirements also ensuring training metrics were compliant with Navy training reporting systems.

Proven subject matter expert in Amphibious Warfare, coordinated and executed 27 multinational training exercises and several combat operations in support of Global War on Terror missions. Led teams of 15 LCAC operators specializing in high speed navigation, tactics, techniques and procedures, my teams have successfully completed over 3000 operational flight hours with 100% mission success rate. Management of these missions required coordination across multiple Naval platforms, often across separate operational regions. Extensive background working with USN and USMC commands throughout the Pacific theater conducting AMW exercise planning including multi-national AMW exercises.Conducted comprehensive review and overhaul of LCAC casualty control training inside Operations Department ensuring that 237 LCAC crewmembers maintain combat ready proficiency. Established a detachment of 5 hovercraft and 57 personnel. Coordinated all facets of deployment preparation including a $5 million dollar maintenance overhaul of all craft, pre-deployment training certifications of 36 crewmembers. Served as subject matter expert to several ARG/MEU staffs during pre-deployment training phases to ensure NMETLS where successfully accomplished. Provided refresher training to staff members on amphibious operations from an NBG prospective. While on deployment, served as detachment Operations Chief and amphibious warfare subject matter expert to both US and foreign military staffs during the safe execution of various multi-national amphibious warfare exercises.
