It also discussed the full financing cost estimates and showed their financing gap.⇨ Sudan: authored a background paper on the economy of South Sudan (before independence) for the World Bank Report No. 24620-SU, “Sudan: Stabilization and Reconstruction - Country Economic Memorandum”.⇨ Ethiopia: Contributed to a chapter on the economic policy challenges and the required essential adjustments toward market-based economy in Ethiopia.⇨ Eritrea. Prepared the country macroeconomic section of a comprehensive policy brief on key issues in Eritrea for a group of the World Bank Board of Directors scheduled for a visit to Eritrea.

Specifically, I:⇨ Conducted appraisals and authored reports to highlight investment needs of the power sector in Mogadishu and Galkayo.⇨ Monitored economic conditions in Somalia and wrote reports and policy briefs for Nairobi-based United Nations interagency committees working on Somalia.⇨ Regularly visited and advised regional administrations on economic policy to support emerging peace-time transition.⇨ For Somaliland: (i) prepared a report at the request of then Finance Minister Saed Gees regarding the impact of existing exchange rate arrangements in Somaliland on trade and commerce; and highlighted the policy options. (ii) At the request of Governor Abdirahman Du’ale of the Central Bank of Somaliland, provided feedback on proposed draft law (Act of the Central Bank) revising its core mission and functions. (iii) on behalf of UNDP, presented at a televised event at Mansoor Hotel an appraisal of the power sector for Hargeisa and a proposed power plant. The report was originally prepared by two retired World Bank engineers. (iv) provided, along with an Italian professor, a two-days long seminar to a distinguished group of parliamentarians at Amoud University, Borama.

ConsultantThe World Bank 1989 - 1994Washington Dc⇨Bolivia and Dominican Republic. Created and maintained macroeconomic models for policy analysis. The models generated internally consistent macroeconomic projections for use in multiple country reports, including Country Economic Memorandum, Country Risk Assessment, and Public Investment Review (PIR), Public Expenditure Review (PER). The models were the extended version of the Required Minimum Standard Model (RMSM-X) used in country operations desks at the World Bank. RMSM-X contained several thousand variables representing all sectors of the economy. The models were mainly recursive but contained several behavioral equations. The Bolivia model was used, in coordination with Bolivia’s Planning Agency, to assess the consolidated financial impact of 9 policy reforms that were part of Bolivia’s 1993 Capitalization Program. Some of the reform sub-models were built by the Planning Agency.⇨Lesotho. Prepared an issues paper regarding public expenditure review of the five key agricultural sector institutions, including the Ministry of Agriculture.⇨Jamaica. Wrote a preliminary report on trade taxes and as to why recorded investment levels are high given the reported modest output growth.
