Uganda

Contracted to provide Short-Term Technical Assistance (STTA) to the USAID Uganda/Feed the Future/Water and Food Systems for Resilient Communities Activity. Support securing of all the necessary Regulation 216 environmental documentation (EMMP, Act-PERSUAP, ESF) approval by USAID. On-going compliance advisory including EMMP reporting and technical backstopping to the Environmental Compliance Specialist.

Support the effective implementation of 22 CFR 216: Environmental Compliance Procedures by USAID Operating Units through adherence to international best practice environmental protection principles. Assess the potential environmental, human health and social impacts during USAID activity development and implementation, and identify practical environmental protection and mitigation strategies, as required by USAID environmental compliance procedures

Technical support to the USAID/Uganda Biodiversity for Resilience Activity (B4R). Review draft ERFs developed by B4R technical team to enable B4R to finalize and submit high quality ERFs to USAID. Attend to any follow-up queries / feedback from the USAID/Uganda Mission Environmental Officer (MEO) and the Regional Environmental Advisor (REA).

Uganda

Contracted to provide environmental compliance (USAID 22 CFR 216) and natural resources management implementation technical support to the USAID/Uganda Integrated Community Agriculture and Nutrition Activity (ICAN). Prepare all environmental compliance documentation (EMMP, SUAP, ESFs, and ERRs) and undertaking quarterly environmental compliance monitoring and reporting. Screened 170+ small in-kind grants and secured MEO/ REA approval.

Washington Dc

Contracted to provide technical support to ensure quality delivery in program environmental compliance with federal regulation 22 CFR 216. Developed twelve (12) technical environmental guides on asbestos, wastewater, carbon, arsenic in drinking water, etc., training project teams on environmental compliance, developing environmental compliance documents (ERFs, EMMPs, HSE Plans, etc.) and general technical backstopping. I provided HSE support to the Towards Enduring Peace in Sudan (TEPS) project.

Kampala-Uganda

Since JBN's inception in 2013, I led the technical department and oversaw 100+ environmental, social, health and safety assignments including several high-profile infrastructure projects in Uganda such as the construction of the New Nile Bridge across the R. Nile at Jinja. My technical leadership significantly contributed to the rapid growth of the JBN brand. Was instrumental in the re-organization of the company’s structure, implementation of internal quality management systems, expanding of service portfolio as well as mentorship of staff and building a reliable talent pool.

Uganda

Signed a Time-Based Contract (150 days) as a Short-Term Consultant (STC) with the World Bank (Uganda Country Office). Responsibilities included providing environmental safeguards support to investment operations which requires participation in preparation and supervision missions for investment projects, providing environmental safeguards advice to project task managers, and preparing safeguards documentation in accordance with the Bank’s operational policies. Participated in several Supervision Missions and prepared numerous Aide Memoires for various projects especially energy, transport, water, agriculture, and health support projects. Was deeply involved in the preparation of the Safeguards Portfolio Review for Uganda. Was under the supervision of the GENDR Practice Manager. Accredited as a Safeguards Specialist (Tier 2) for AFR2 Region.

Kabul Afghanistan

Signed a 2 Months’ Time-Based Contract as a Consultant for the 100 MW Naghlu Hydropower Rehabilitation Project (NHRP) in the Islamic Republic of Afghanistan. The project is funded by the World Bank and implemented by Da Afghanistan Breshna Sherkat (DABS). The Scope of Work included finalization of the Environmental and Social Management Framework and preparation of ToRs for the ESIA + RAP for the Dam Safety Improvements, Optimization of the Dam’s Power Generation including heightening of the reservoir, ToRs for the Social Survey, ToRs for recruitment of an Environmental and Social Advisory Panel (ESAP). In addition, I prepared the respective RFPs for the above to recruit the respective individual consultants and firms. Assisted the client to identify members of the Panel of Experts.

Uganda

Served as the Environmental Engineer and Hazardous Waste Management Specialist for EIA and Audits projects for Nelson and Associates. I was also contracted by Eco & Partner, a local environmental consulting firm on a project basis to provide technical expertise in areas of risk assessment, wastewater treatment and field sampling activities. Also took a lead in the writing, review, and quality assurance of selected technical reports for different projects.

Worked with Prof. Susan Powers under the Project: Environmental and health costs associated with ethanol production from biomass feedstocks. The study was prepared for the United States Department of Agriculture (USDA) to predict what the full environmental cost would be if different biomass feedstocks were utilized to meet future ethanol for fuel needs and consequently choose the best possible ethanol production scenarios. The study focused on the monetary externalities of ethanol productions including impacts of pesticide use for large-scale feedstock cultivation on public health, eutrophication impacts associated with fertilizer use, impact of land use change on greenhouse gas emissions and implications on natural resource use, especially groundwater. Published a research paper in the Energy Policy Journal, 2010, vol. 38, issue 6, pages 2785-2796.

Worked as a Project Team Member for both the PCBs and Banned Pesticides Task Teams during the “Enabling Activities for Implementation of the Stockholm Convention on Persistent Organic Pollutants (POPs), National Implementation Plan for Uganda.” The project was funded by the Global Environment Fund (GEF) through UNEP. Conducted an inventory of transformers and capacitors contaminated with Polychlorinated Biphenyls (PCBs) and stockpiles of obsolete and banned pesticides in Uganda. Performed site risk assessments based on UNEP guidelines for contaminated sites and hot spots. Assessed Uganda’s national capacity to handle Persistent Organic Pollutants in terms of infrastructure, local expertise, and laws.
