Work on a variety of projects involving data collection, analysis, and visualization. Work with various state and regional entities (both public and private) to provide socioeconomic and geospatial analysis. Use a variety of tools including ESRI Geographic Information Systems (GIS) software, Microsoft SQL server, Microsoft Access, and Excel to compile and analyze data. Prepare charts, maps, and reports using a variety of data visualization tools including ArcGIS, Adobe Illustrator, and Excel. Write technical documentation on processes and procedures used in data analysis/collection/research. Create Story Maps, dashboards, and infographics for data visualization. Design, develop, and maintain websites for government agencies, small businesses, and non-profit organizations. Prepare and give presentations at various workshops, conferences and meetings.

Administer website, set up class registrations, graphic design, and web development.

Develop a strategy to enhance the existing technology infrastructure (data/hardware/software) at OCWCOG to ensure staff has the resources needed to efficiently and effectively serve clients, support member agencies, and perform core functions. Assist with data collection, analysis, and visual display of information for the State of the Region project (www.stateoftheregion.org). Collect and compile data, create maps, charts, and tables for analysis, reporting, and presentation.

Responsible for the research, collection and analysis of data used for socioeconomic modeling program and other MAG data programs as needed. Supervise Information Services Interns including assigning projects, checking work for accuracy and completeness, and instructing on methods. Write technical documentation on processes and procedures used in data analysis/collection/research. Serve as Project Manager for economic impact studies as needed. Update, maintain and perform QA/QC checks on the Employer Database (all employers in the MAG region). Give presentations at various workshops, conferences and meetings related to socioeconomic research and analysis.

Responsible for overseeing the daily activities of approximately 20 staff in 3 groups: the GIS, Traffic Data Collection and the Traffic Data Analysis. Supervisory duties include assigning tasks, monitoring performance, hiring new employees and various other personnel actions as required. Establish goals and priorities for the varied projects within the Bureau. Manage consultant contracts as required. Administer annual SPR budget for the Data Bureau of approximately $1 million (approve and monitor expenditures; develop and submit annual budget request for the Bureau). Serve as the ADOT representative to the Executive Board of the Arizona Geographic Information Council (AGIC) and the state Population Technical Advisory Committee (POPTAC). Represent ADOT Transportation Planning Division on the Traffic Records Coordinating Committee (TRCC) a subcommittee to the Governor’s Traffic Safety Advisory Committee.

Supervise a staff of six (6) GIS professionals (monitor work, write periodic reviews, handle personnel actions, as needed). Identify, initiate and coordinate complex GIS applications for Transportation Planning activities. Approve and allocate GIS Team budget expenditures. Represent ADOT on the Arizona Geographic Information Committee (AGIC) Executive Board. Create and maintain GIS maps and databases for use in transportation planning. Oversee the maintenance of the ATIS Roads GIS centerline file and all other GIS data used in the creation of maps, reports and databases for the Department. Create geodatabases, maps and reports from planning-generated databases. Review GIS needs for the Division and make recommendations for changes. Provide GIS support for planning activities. Teach ESRI-authorized GIS courses to government employees. Provide technical assistance to GIS users. Install software, administer and maintain UNIX server and LAMP (Linux, Apache, MySQL, PHP) webserver. Maintain Internet web site for the Division, including customization of the Interactive Map Server.

Create and maintain GIS maps and databases. This includes, but is not limited to, importing data from various sources such as GPS data and digitized images, editing raw data files, researching third-party data for consistency with department standards and writing technical documentation on files and procedures. Import and export GIS coverages for distribution. Prepare and plot maps upon request using ArcView and Arc/Info software. Teach ArcView GIS authorized course to State and local government employees. Provide technical assistance to GIS users. Write HTML and java code to develop Internet webpage with interactive GIS maps, online newsletter, and GIS User Group news. Write articles and prepare/publish the quarterly ATIS-Roads newsletter, both technical articles and general, information sharing articles. Organize the GIS User Group. Interact with GIS users in other state agencies, local governments and the private sector in order to share data and exchange information.

Modify and run population projection model for state and county population numbers. Develop model and create sub-county population projections for rural Arizona counties. Collaborate with Transportation Planners from the Arizona Regional Councils of Government and the Population Technical Advisory Committee (POPTAC). Gather vital statistics and migration data from various sources and compute rate for input into projection model. Perform statistical and spatial analysis of DES program data and Census data. Program Geographic Information System (GIS) - Arc/Info (ArcEditor, ArcPlot, AML). Collect, format, and geocode data. Create maps and charts. Administer SunSparc UNIX workstation. Write and maintain technical documentation. Assist in the formation of a GIS User Group. Interact with GIS users in other state agencies, local governments and the private sector in order to share data and exchange information.
