Directed corporate operations ($100M+ pipeline), including oversight of all development and construction-related activities (12+ projects, including for-rent, for-sale, and retail); led planning efforts related to targeted acquisitions, investment strategy, and long-term strategic growth initiatives.

Managed large-scale, mixed-use residential and retail projects with responsibility for entire development process, including site acquisition, design, entitlement, permitting, financing, construction, retail lease negotiations, residential lease-up, and recapitalization/disposition. Responsible for profitability of $120M Fort Totten Square project - - drove project design and secured entitlement for 345 apartments and 130,000 sf of retail, anchored by urban-format Walmart, crafted award-winning financial structure, and oversaw all construction-related activities. Responsible for profitability of $55M Terano at Twinbrook Station project - - negotiated ground lease with WMATA for 206 apartments and 33,000 sf of retail, obtained debt financing, and oversaw permitting, design, and all construction-related activities.

Led independent government agency in oversight of entitlement process. Primary responsibilities included end-to-end direction of 20-person team in review and management of more than 200 zoning relief applications per year. Managed implementation of new electronic case management system and interactive zoning map to provide access to case-specific zoning data and city-wide analysis of zone districts and overlays. Directed comprehensive overhaul of zoning procedures pertaining to adjudicatory zoning relief matters as part of District zoning regulation reform effort.

Oversaw large-scale, urban infill development projects. Primary responsibilities included comprehensive execution of economic development goals on behalf of the Mayor. Led District’s oversight of The Yards, a 42-acre development with Forest City, by negotiating agreements for PILOT Bonds, infrastructure development, and waterfront park maintenance. Analyzed zoning guidelines, historic designations, and financial feasibility related to potential joint-development of District sites, and drafted Requests for Proposals addressing District priorities. Coordinated District’s analysis of WMATA operating budget to solve budgetary shortfall.

Performed front-end land acquisition and development of multiple urban infill developments. Day-to-day responsibilities included analyzing and underwriting potential acquisitions, performing feasibility analyses, and managing development of residential and retail properties.
