Ex Military with 33 years’ experience as a Civil Servant predominantly in the Commercial/Procurement field. Currently Head of MMC Framework for the delivery of Offsite School Buildings and Operations lead on the DfE Construction Framework for traditional design and build. I have a wealth of knowledge on procurement of construction projects, advising and assisting both internal and external users of the framework. I lead a team of four Deputy Framework Managers. The Framework has a capital ceiling of £7bn over 4-years and operates major school construction projects. Circa 200+ projects have gone through the framework since Nov 2021. I therefore consider I have proven experience in all elements of the procurement process including business cases, feasibility through to evaluation and letting the contract. Good working knowledge of ensuring the achievement of value and strategies such as leveraging mechanisms through standardisation to achieve savings and benefits.I work with multiple work streams, including Free Schools and Priority Schools Building Programme Teams to ensure their understanding of framework rules. I attend their regional team meetings, giving them updates on procurement activity and address any issues. This ensures that DFE construction projects remain compliant with the Government Policies and Public Contract Regulations for open and transparent procurement. Also evidenced through the close work my team and I do with the DFE Technical and Cost Team, Health & Safety and Design Teams to ensure that any queries or issues are dealt with, having made consultation with the appropriate DFE Experts in these fields.Qualified Internal Auditor (2007) and therefore have excellent financial and numeracy skills and very experienced in analysis of information and data used to inform decision making.I have a degree in Project Management, so very disciplined and methodical in my approach to work; I am a very experienced leader and manager, also being a Member of the Institute of Leadership and Management.
