•Formulate project proposals and operational plans for locally funded and foreign-assisted projects.•Serve as focal person on the operationalization of foreign-assisted Rice Processing Complexes nationwide.•Conduct monitoring and evaluation of ongoing special projects to ensure efficient and effective implementation and mitigate potential bottlenecks.•Perform quarterly evaluation of regional field offices through analyzing the physical and financial accomplishments versus targets.•Provide technical and management assistance to Project Management Offices and DA Operating Units.
