Senior Policy Advisor to the Arizona Attorney General on issues that included crime and fraud prevention, child abuse, domestic violence and substance abuse. Responsible for public awareness campaigns, azag.gov website, events, conferences, publications and task forces. Led efforts for Attorney General and other community leaders to bring the successful Montana Meth Project aimed at educating young people about the dangers of meth through public service messaging campaigns and community action to Arizona in 2007. The Arizona Meth Project invested over $7 million on the high impact campaign and experienced similar results to Montana with teen meth use reduced by 50% after two years.  Managed the redesign of the agency website to include development of capacity for in-house video production and messaging on social networking sites resulting in the Attorney General’s website being selected for the Best Overall Website award by the Conference of Western Attorneys General (CWAG) in 2010.  Coordinated implementation efforts for an unprecedented partnership between the Arizona and Utah Attorneys General to establish a Safety Net Program comprised of human services agencies and law enforcement in Arizona and Utah to protect children affected by forced underage marriages in the polygamous communities of Colorado City and Hildale removing barriers for victims isolated by geography and culture. As a result of these efforts crimes were prosecuted and a physical presence for law enforcement and social services was established in Colorado City.

Responsible for research efforts, grant proposals, policy analysis, legislative advocacy, publications and conferences concerning children's issues in Arizona. Accomplishments included the convening and staffing a multidisciplinary task force and publication of a report on homeless children in Arizona, Arizona's Forgotten Children, the First Annual Conference on Child Abuse Prevention, state rent assistance legislation for families whose children are in the foster care system and a state runaway and homeless youth act.

Co-developer of Master’s level course content and served as instructor for Child Welfare Services (SWG 633) from 1989-1996 focusing on an examination of ecological and system theories, services that supplement, support and substitute for parental care of children. Also served as a Field Instructor for MSW students in various settings including the Arizona Department of Economic Security, Governor’s Office for Children and Attorney General’s Office from 1987-2009

Responsible for inter-agency initiatives, management of federal grants, publications, conferences and special events. Accomplishments included a study of children placed in foster care by Arizona's child welfare, mental health and juvenile justice agencies, including Indian Tribal Social Service Agencies, A Place to Call Home, obtained federal funding to develop a collaborative model for law enforcement agencies and youth shelters to improve services to runaway and homeless youth, legislation for Child Fatality Review and an orientation program on children's issues for legislators.

As Assistant Program Manager for the Maricopa County region I was responsible for management of the foster care and adoption program that included emergency shelter care, residential group care, adoptions and independent living services. Duties included program planning, evaluation, development of community resources, budget, contracts, facilities planning and management and supervision of a professional staff of 83. I also served as liaison with the Juvenile Court, state departments, community-based agencies, contractors, and advocacy groups. Serving as a Program and Policy Specialist, I gained five years of extensive policy and program management experience. Duties included research of issues and best practices, staffing committees and work groups, coordination of agency efforts necessary to participate in research projects and program compliance reviews conducted by the U.S. Department of Health and Human Services, drafting policy papers and reports on foster care and coordination of initiatives with national, state and private child welfare agencies and juvenile courts. Major areas of emphasis included program planning and resource development on a statewide basis in order to reduce the number of children placed in residential group care and establish least restrictive placements for children.
