Ms. Ginn has over 35 years of international business experience in engineering consulting, information technology, and cybersecurity/threat intelligence. She has broad experience in security management, systems integration and threat assessment. She has held various line and project management roles throughout her career. She is a Fellow of the Cybersecurity Practice of Datos-Insights, an analyst firm specializing on banking and financial services and healthcare markets. She is also a co-founder of the Cyber Threat Intelligence Network (CTIN). She serves as Co-Secretary of the OASIS Threat Actor Context Technical Committee (TAC TC) which is building out a semantic technology ontology for linked data analysis of cyber threat actors. She also served as Secretary of the Cyber Threat Intelligence TC (CTI TC) for a decade. She is the recipient of the 2020 Distinguished Contributor award from OASIS. She currently serves on the Board of the nonprofit Cyber Resilience Institute (CRI) a member of CyberUSA. CRI is the sponsor of the Sports-ISAO program which has been providing security operations support for major global sporting events since the 2016 Olympics. She is also a member of the Tortora Brayda Institute for Partnership Excellence a primary sponsor of National Artificial Intelligence and Cyber Security ISAO.Other experiences include: supporting the development of an Incident Response Plan for a mid-sized city government, developing GRC programs, designing and developing corporate training initiatives, and forming threat hunting teams. She has provided multiple training programs for numerous ISACs and ISAOs on threat intelligence platform operations and the associated tradecraft for cyber threat hunting and intelligence formulation. She supports multiple organizations combatting foreign information manipulation and influence (FIMI) working with the DISARM framework for characterizing threat actor tactics, techniques and procedures. In the public sphere, at the US federal level, she served from 1994 through 2001 as an adviser to five Secretaries of the US Department of Commerce on international trade issues. She also served five years on the Washington District Export Council. In the EU she served for 4 years as a member of the European Union's ENISA Threat Landscape Stakeholders' Group. She holds a Master of Science in Information Assurance (MSIA) from Norwich University where she achieved a 4.0 GPA. She also holds a Master of Environmental Science & Regional Planning (MRP) degree from Washington State University.
