Manages IT projects through the software development lifecycle. Develops information system requirements, writes user stories with measureable acceptance criteria, negotiates systems interface agreements, provides government estimates for work to be performed, prioritizes and schedules projects for development, and ensures customer requirements are met prior to user acceptance. Contracting Officer Representative (COR) certified. Writes IT Performance Work Statements and Performance Measures, reviews and rates IT Contract Proposals, monitors and reports IT Contract performance.

Served as senior consultant to Second Air Force Commander (2AF/CC) Major General Leonard A. Patrick, his staff, 4 subordinate Training Wings (TRW) and 3 training groups regarding AF accessions and basic military and technical training automated information systems (AIS) projects. Performed studies, established action plans and developed system requirements and performance work statements for contracts to improve mission-critical AIS capabilities. Analyzed impact of future corporate AIS changes and established action plans for mitigating risks to AF accessions, basic military and technical training operations.

Supervised 4 enlisted military and 2 civilian employees providing computer desktop, network, cellular phone, and AIS support to 2AF/CC and 99-person staff. Maintained adequate supplies and acquired technical refresh computers and printers.Developed and maintained HQ 2 AF informational web site and 2 web-based applications and servers to collect and display basic military and technical training statistics input by TRW personnel. Provided 2AF/CC and higher headquarters monthly training production statistics, graduate assessment survey results, and trend and predictive analyses reports and briefings.

Assessed AF training problems and developed simulation solution requirements and justification. Developed new and modified existing simulation systems to meet customer requirements. Performed project research, analysis, and implementation for locally produced simulators. Prototyped concept and demonstrated potential capabilities, specified and tested computer hardware, estimated project costs, performed software design and programming, hardware integration, system testing and installation.

Assessed AF training problems and coordinated with training personnel to develop training technology solution requirements and justification to acquire new or modify existing simulation systems software and hardware.

Responsible for assessing the feasibility of using interactive courseware, web-based courseware, and interactive video tele-training technologies for instructional courses, distance learning programs, and other projects. Evaluated recommended tasks or lessons against the available technology applications and determined the most cost effective method to meet the objectives.
