Senior lawyer leading team of 35 advising across economic, local government, social security and housing portfolios of the Scottish Government

Main current projects:Lead lawyer on judicial review reform project development and delivery including Part 4 of Criminal Justice and Courts Bill;Instruction and implementation of Marriage (Same-sex couples) Act 2013;Co-ordination and delivery of GLS Administrative Law training programme;Drafting Civil Procedure Rules including for Aarhus Convention compliance.

Key responsibilities included:Lead role in advising on prisoner voting rights both implementation and litigation; Instruction and parliamentary handling of Fixed-Term Parliaments Act 2011; Developing new parliamentary privilege laws for consultation; Whitehall-wide devolution advice and strategy including training; Cross-departmental working on parliamentary approval for the use of war powers; Developing electoral law provisions for the Constitutional Reform and Governance Act 2010.

Advising Scottish Government Health department in particular: Implementation of the Protection of Vulnerable Groups legislation; Developing and drafting the Patients’ Rights (Scotland) Act 2011; Scotland Act interpretation advice including setting up cross-SG expert group; Operational advice to the Care Commission.

Government Legal Service for Scotland trainee (4x 6month seats)Health and Community Care: Bill work (Tobacco and Primary Medical Services (Scotland) Act 2010), advising on EU law obligations in terms of legislative competence of the Scottish Parliament, drafting technical SSIs.Transport Culture and Procurement: Drafting and revising commercial contracts, public procurement and EU competition advice, freedom of information advice and policy development, SSI drafting, grant agreements, commercial advice to policy clients. Office of Advocate General: UK government Scots law work including DWP litigation, immigration litigation, devolution issue advice and litigation handling for UK departments and UK bill work.Scottish Law Commission: Detailed legal research and drafting input to Damages for Wrongful Death Consultation Paper and Insurance Contract Law Joint Project: Insurable interest, comparative law research.
