Prior to her appointment, she served as Principal Administrative Law Judge in the District of Columbia Office of Administrative Hearings. She heard cases in the areas of Tax, Health and Mental Health and Consumer and Regulatory Affairs. She also served as a Mediator. She also served as the Deputy General Counsel for the District of Columbia Office of Tax and Revenue, and as an Attorney-Advisor for the United States Treasury Department, Financial Management Service. Janet is the author of several books, including Island Mindfulness: How to Use the Transformational Power of Mindfulness to Create an Abundant Life, The Heart and Soul of Black Women (poetry), Growing into Greatness with God (children). She served on the executive committee of the National Conference of the Administrative Law Judiciary and Chair of the Public Education Outreach Subcommittee for the National Association of Administrative Law Judges, Secretary of the Women’s Bar Association of Washington, DC, and Steering Committee Member for the Taxation Section of the District of Columbia Bar Association.
