IdSP is a consulting firm offering end-to-end thought leadership and solutions in identity and biometrics, supported by law and policy. ZipID is a SaaS tool that automates Form I-9 compliance for employers and new hires, ensuring accuracy, security, and privacy.I also currently serve as the Biometric Interagency Working Group (BIWG) Director, resourced out of the Department of Homeland Security (DHS) Office of Biometric Identity Management (OBIM) Futures Identity, where I have led the drafting a biometric report for the White House, and currently host over 40 government biometric-related programs monthly. Previously, I spent 3.5 years supporting the Department of Defense (DOD) PM Biometrics as the Architecture, Requirements, and Policy Lead. I am most widely known as a 9/11 Commission counsel responsible for many of the terrorist travel recommendations in the 9/11 Final Report and the accompanying Terrorist Travel monograph. My buzz phrases "terrorist travel," "assuring people are who they say they are,” “border security is national security,” and “biometrics assure both security and facilitation” have resulted in international standards and innovations for biometrics, borders, and breeder documents. Resulting implementations from my work include REAL ID, requiring passports at the border for all travelers, instigating biometrics for trusted traveler programs, seamless air and sea travel using biometrics, and improved international standards incorporating biometrics. I have testified before the US Congress 19 times and the UN Security Council on issues related to identity, borders, law and policy. I leverage my expertise and experience to enhance the security and efficiency of identity management and biometric systems for the benefit of society.

I can be found on Spotify, Amazon, Barnes & Noble, etc. I've been on the Grammy ballot three times in the spoken word category, and worked with Grammy winners and nominees. Admitted as an associate member of the Recording Academy of America in March 2014, I was lucky to have three albums accepted for nomination. I have the lead track on Disc 2 of UNESCO's "Action Moves People" spoken word album featuring Dan Akroyd, Julian Lennon and others.Smooth Jazz Magazine wrote in 2018 that Kephart's "Cherokee Voices: A Spoken Soundtrack by the Trail of Tears Women" as "is original, personal, ambitious, and rich with depth...shifting the listener to those places and times that the artist describes. On this project, Janice is able to do this effortlessly time and time again. It’s a to her being able to connect the music with the words, and it will have those looking for a great musical and historical piece, knocking on her door." Ceo/Exec Dir/FounderSiba Secure Identity & Biometrics Association Jan 2014 - Sep 2015The Secure Identity and Biometrics Association (SIBA), http://www.sibassoc.org/, was founded in an era where rapidly evolving identity technologies are largely misunderstood as to their capability and benefit to society. These technologies are already integral in many aspects of our lives, in mobile solutions, in government and law enforcement, increasingly by the commercial sector, and by individuals seeking to protect their identity. The complexities of these issues require strong leadership, government relations and expansive education if society is to receive their full benefit in a manner acceptable to a free society. Tangible democratic principles need consideration for many identity issues moving forward, including national security, public safety, economic strength, privacy and innovation. While some have couched these principles as mutually exclusive, SIBA was formed to provide leadership and solutions on how these principles can be integrated into solutions that respect and strengthen each of them in a manner that both better secures and protects individual identity. WHO WE ARE. SIBA is a group of companies and other stakeholders that share a common interest in furthering the adoption of secure identity and biometric technologies through forward-thinking thought leadership, and well developed government relations and communications. Members are actively involved in the research and development, deployment or commercialization of secure identity and biometric applications, systems and services. Members benefit a broad range of consumers, individuals, public entities, and commercial enterprises with both identity protection and security technologies.OUR MISSION. To pro-actively create awareness and promote the value of secure identity technologies and biometric solutions that effectively protect and secure individuals from identity threats as well as protect and secure facilities, organizations and governments.
