Director of a five-person team responsible for the delivery of four learning programs that provide leadership development, administrative support development, supervisory development, and human resources development for 71 master agencies and 24,800 employees of the State of Mississippi. Over 3,200 attend classroom training annually, held virtually since June 2020. Serve on the National Certified Public Manager® Consortium; chair of the Marketing committee, member of the Continuous Learning, Accreditation Standards, and Administrator Search committees. Participated in the continuing accreditation of the Colorado program in 2015; chaired the continuing accreditation of the Arkansas program in 2016.Directed the curriculum revision of all programs since August 2014, including directing complete curricula updates with subject matter experts in the nationally accredited Certified Public Manager® Program and the Human Resources Certificate Program. Revisions incorporated the addition of elements that provide evidence-based results of improved performance as a result of program participation. In July 2017 the American Council on Education reviewed the CPM program, recommending 15 hours of college transfer credit for graduates seeking to further their education.Codified elective classes, identifying target audience, primary competencies, and skill level as a job aid for managers and staff to more easily select classes that can increase knowledge and skills for specific needs.Customer surveys recently reported 66% increase in excellence ratings among State agencies and 89% increase in excellence ratings among instructors during my tenure. 81% of State agencies indicated the need for web-based training, so FY2017 and FY2018 top priorities included increasing online curriculum, which aligned with the Governor's priorities for Sexual Harassment Awareness and Prevention and Active Shooter Situations in an online format for all state employees.

Human Resources position responsible for staff development of the state's economic development agency, with 300 employees in 22 locations. Member of management team, regularly interacting with division directors to help them strategically accomplish agency goals. Creator of the agency's Leadership Development program, the primary vehicle for encouraging a collaborative culture among divisions for accomplishing agency goals and enhancing service delivery to businesses and communities. Emergency coordination officer, interacting with the Mississippi Emergency Management Agency (MEMA). Member of MEMA’s Hazard Mitigation Council. Team lead for agency wide effort to compile Continuity of Operations Plan (COOP) since 2006. Coordinate quarterly agency wide training events. Direct the activities of the Employee Action Team, a rotating committee of employees responsible for recommending Employee of the Quarter recipients and agency social activities. Coordinator of Internship program (designed floating intern program that offers interns exposure to ten distinct areas of economic development). Oversee two human resource professionals directly and three receptionists indirectly. Maintain professional relationships with economic development professionals through the Mississippi Economic Development Council and the Mississippi Economic Council, and maintain professional relationships with learning professionals through the American Society for Training and Development (ASTD) and the Mississippi Chapter of ASTD.

Supervisory authority for 23 benefit analysts in two departments of Membership Services—the Information Center (call center) and the Benefits Division (retirement counselors) of the Public Employees’ Retirement System (PERS). Also supervised six employees in the Pre-Retirement Education program and seven employees in the Retiree Payroll department. Directed the preparation of estimated and final retirement benefits for service and survivor benefit recipients, ensuring the timely delivery of benefits in accordance with state and federal laws. Oversaw communications with callers to PERS, maintaining statistics of call volume and efficiency. Oversaw in-house Focus Sessions for state employees who wanted more in-depth information about the retirement process prior to their application for retirement. Communicated daily with PERS members, beneficiaries, and State agencies. Conducted training for all subordinate benefit analysts. Represented PERS at Agency Training and Retiree seminars throughout the State of Mississippi.

Supervisory authority for a staff of nine, responsible for administration of benefits to 7,300 employees spread out over seven locations in the State of Mississippi. Benefits included state and voluntary insurance products, state and optional retirement programs, flexible spending accounts, personnel actions, workers’ compensation, personal and medical leave administration, issuance of security badges, and storage of personnel files.
