AFTER was a 501(c)(4) non-profit and social welfare organization that led advocacy efforts related to global catastrophic risk, particularly risk associated with emerging technologies.

• Leading role in the development of the growing efforts of the Future of Life Institute in policy in the United States and in international governance fora, particularly around artificial intelligence (www.futureoflife.org/policy-work/). • Improving technology policy to maximize the benefits of these technologies and reducing their risk, particularly in AI.• Affecting incremental reductions in global catastrophic and existential risk (GCR/x-risk) by influencing the U.S. and global policymaking process, especially, though not exclusively, as it relates to emerging technologies. • Facilitating consensus between FLI and its partner organizations on current and future policies relevant to technology policy and risk. • Increasing general awareness and belief that the reduction of GCR/x-risk is an essential component of national and international security policy.

* Confidentially evaluate, scrutinize, and propose alternatives for legislation on emergency management and homeland security policy issues for Members of Congress, their staffs, and Congressional committees.* Brief, advise, and instruct Members of Congress and their staffs on a wide array of specific policy matters, ranging from the mitigation requirements of the National Flood Insurance Program, to the eligibility of certain entities for Stafford Act assistance, to the effectiveness of homeland security grants on national preparedness, to executive branch authorities underpinning catastrophic disaster planning, and many others. * Provide expert analysis of policy issues for Congressional staff in support of oversight responsibilities, often requiring immediate analysis or quick turnaround in preparation for hearings, high-level meetings with executive branch officials, and speeches by Members of Congress.* Develop, coordinate, and write reports on issues of significant Congressional interest in emergency management and homeland security. Examples include reports on: FEMA's PA grant program (R43990); supplemental appropriations for Hurricane Sandy (R42869); legislative reforms to the Stafford Act (R42991); deployable federal assets that support disaster response operations (R43560); national preparedness policy (R42073); and the Defense Production Act of 1950 (R43118).

Office of the Secretary; Office of Intelligence, Security, and Emergency Response* Directed U.S. DOT’s contributions to the interagency development of the National Disaster Recovery Framework, and subsequent Recovery Support Function Annexes. * Scrutinized and improved critical infrastructure and key resource security and emergency management policies, including the National Infrastructure Protection Plan and reviews of relevant executive orders.* Developed policy for U.S. DOT on the provision of technical and human resource support for conflicts in Iraq, Afghanistan, and other international crises.* Contributed to key portions of the National Security Council-led Surface Transportation Security Priority Assessment.* Served as an Emergency Response Team member, and ESF #1 member, during multiple hurricane seasons, the H1N1 viral pandemic, and other disasters at U.S. DOT’s Crisis Management Center and FEMA’s National Response Coordination Center.
