Contract Specialist
Current*Perform both Pre-Award and Post-Award duties to support base operations in the Services Division. Work with customers from various organizations to develop Independent Government Estimate's (IGE) and Performance Work Statements (PWS), identify and account for Government Furnished Property (GFP), perform market research, coordinate with the appropriate Agency or Small Business Specialist on matters relevant to socio-economic goal requirements, review requirements and specifications to develop Statements Of Work (SOW) for construction projects..*Effective communication, both written and verbal from leading meetings and training 51C's and interns; and preparation of procurement plans, award decision memos, acquisition plans, and market research reports.*Procure and plan acquisitions for standard or specialized supplies, services, computers, and construction contracts where specifications have become standardized and established competitive markets and price competition exist. *Select appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation, using primarily firm fixed-price, indefinite delivery, or similar contracts when historical and precedent data are available.*Experience with contract actions for Master Blanket Purchase Agreements and BPA Calls; CHESS & Consolidated Buys; Simple and Requirements Services and Supply Buys. Write detailed price analysis of bids received to determine bid responsiveness, responsibility, balanced pricing, cost realism, and price reasonableness.*Administer awarded contracts resolve conflicts, and close out contract upon completion. Utilize electronic systems for contract writing and document storing, contract management, and contract reporting (i.e. SPS, FPDS, VCE- CTOC)
