Served as a Contracting Specialist/Acquisition Analysis, Vendor Liaison for Los Alamos National Laboratory’s (LANL), Acquisition Services Management Weapons (ASM-W) /Scorpius project working remotely as a buyer for the procurement of complex equipment, services, and construction at CACI, via Sub-Contractor to LANL. LANL is essential in the support of the U.S. Department of Energy’s (DOE) National Nuclear Security Administrations (NNSA) missions, which are to: stockpile stewardship, threat reduction, nuclear materials management, non-proliferation, counterterrorism, nuclear weapons safety, materials science including high explosives, dynamic material properties, and advanced simulation and computing. LANL is responsible for delivering a new NNSA radiography capability for the Advanced Sources and Detectors Project (ASD). This radiography capability is a multi-pulse linear induction accelerator, nicknamed Scorpius. A national project team comprised of LANL, as well as academic and industrial partners and others, will research, design, build, install, and commission Scorpius to fulfill the subcritical experiment programs mission needs. Scorpius is an over $1.1 Billion dollar Project managed by LANL, that I have personally awarded over $30 million in procurements so far.

Contracting Specialist for the procurement of complex equipment, services, and construction at Naval Air Station, Corpus Christi, TX and Kingsville. Responsible for administering a variety of acquisitions ranging from simplified acquisitions to large-scale and complex procurement of services, supplies, equipment, and construction. Ensures adequate funding is available prior to starting any contractual actions. Evaluates responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitation, and probability of meeting requirements. I have knowledge of advanced contracting principles and procedures applicable to pre-award and post-award functions and processes. I am responsible for preparing PNM's, and making the necessary recommendations for award. I serve as POC for multiple assigned procurements upwards to $39 million. Manage oversight of contracts and COR's to assure performance is in accordance with terms and conditions, and negotiate change orders or modifications as conditions warrant. Process contract modifications for, but not limited to increase/decrease in funding, delivery date changes, vendor address changes, order cancellations and any other administrative changes that may occur. Additionally, responsible for reviewing procurement packages for Statement of Work, Performance Work Statements, Quality Assurance Surveillance Plan, Sole Source Statement, Statement of Urgency. Ensure that the DD Form 2579, Small Business Coordination Record is completed correctly, and that contractors are registered in the System for Award Management (SAM) with a valid CAGE code, verifying that contractors do not have any prior violations or listed on the Excluded Parties List System. Prepare pre-award and post award synopsis requirements in the Navy's NECO portal website. Ensuring vendors have the appropriate certifications and representations required by the (FAR) and the (DFAR) before any award is issued.

Served as the Team Leader, Chief of Contracting, and a Warranted Contracting Officer with $1 million dollar Warrant providing aggressive, uninterrupted contracting support to the U.S. Southern Command and U.S. Army South. Provided Commanders with a force multiplier by means of contract forecasting, solicitations, evaluations, negotiations, and administration of supply and service contracts. Lead a five-person team consisting of two Officers, and three NCO's. Provided contract and logistical support to many Department of Defense entities that operated within the SOUTHCOM AOR. Assisted with the development of combat skills and training for five team members deploying to Soto Cano Honduras as the Chief of Contracting and deployed to Guyana as well. Demonstrated the ability to recognize and solve complex organizational challenges. Also, demonstrated adaptive changes to correct high level workload administrative burdens on over 300K in UAC's and managed to reduce the Soto Cano Honduras team's contract closeout's from over 560 contracts down to under 100 in 9 months. Volunteered extensively setting the stages for successful planning conferences and execution for Trade Winds 2020 and Panamax 2020 for ARSOUTH/SOUTHCOM. Was responsible for the health, welfare, and training of Contracting Team of five. Soldiers, one officer and four NCO’s, 1 GS-13, & 6 Foreign Service Nationals (FSN's). Retired as a Major in December of 2020.

Served as the Contracting Team Leader for the 413th CSB, 680th CCT providing contract support andbusiness advice for US Forces Japan, US Army Japan, US Air Force 18th Wing, while embedded with 18th Air Force MSG-CONS. Enabled enhanced operational flexibility and reduced the military footprint for supported CDRs by leveraging the local economy to obtain contracted life and logistics support. Deployed ISO operations and Combined/Joint TSCP and JCS exercises throughout the PACOM AOR. Trained, appointed, and supervised Field Ordering Officers (FOO’s) and Contracting Officer Representatives (COR’s). Advised Operational Commanders, S4's and financial managers on the uses of contracting services and tools. Served as a contracting liaison between the 413th CSB and the US Army 10th Regional Support Group (RSG) Okinawa, Japan and the government purchase card Billing Officials (BO) for Okinawa, Japan's Contracting Team of five. Was responsible for the health, welfare, and training of one officer and four NCO’s.

Served as the Battalion Signal (S6) Officer for an OCONUS forward Station Patriot Missile Air Defense Artillery Battalion. Principal Advisor to the Battalion Commander for all C4ISR Signal Requirements, capabilities, and operations. Conducted unit signal training, executes information services, performs basic troubleshooting procedures and all maintenance of over 120 communications systems and 150 automations systems. Additional responsibilities include developing, monitoring, and tracking all tactical Communications Relay Group (CRG) communication assets. Facilitates the development of communications assets within the air defense architecture with emphasis of joint and bilateral interoperability and connectivity. Responsible for the health, welfare, and training of twenty-eight Soldiers within the communications section and their families.

Served as the Battalion Signal (S6) Officer for 2-25th Aviation Regiment, comprised of a Headquarters Company, three Air Assault Helicopter Companies, an Aviation Unit Maintenance Company, a Forward Support Company, and a Pathfinder Company. Responsible for providing command and control, communications, and logistical support to over 500 Soldiers. Directs and manages the installation, operation, networking, and maintenance of over $6 million dollars of signal and Army Battle Command Systems (ABCS) equipment. Principal Advisor to the Battalion Commander for all C4ISR Signal Requirements, capabilities, and operations. Conducted unit signal training, executes information services, performs basic troubleshooting procedures and all maintenance of over 402 communications systems and 188 automations systems. Responsible for the health, welfare, and training of three NCO’s and six signal Soldiers.

Conducted research to respond to correspondence on behalf of the organization, as well as handled questions related to artifact and archival collection. Conducted accurate research to respond to phone inquiries, letters, and e-mails. Determined viability in regards to the acquisition of artifacts and archival items. Maintained a collection database to ensure accurate record keeping of the Foundations artifacts or archival donations. Responsible for accurately entering data in regards to cataloging materials using Past Perfect software. Conducted school programs in the spring and fall. Maintained a positive relationship with volunteers, staff members, and visitors. Presented a positive image of the memorial to visitors and the public. Performed site opening procedures, including volunteer and staff check-in, cash handling, site checks, shuttle cart preparation. Performed site closing procedures, including balancing accounts, securing site, return of equipment, volunteers check-out, etc… Performed site checks throughout the day to ensure proper operation of site systems, cleanliness of site, visitor and volunteer needs being met. Responded to visitor needs by leading guided tours, providing assistance/information and resolving problems as needed. Provided assistance to volunteers through breaks, information, or procedural assistance. Performed the duties of a shift manager at the Memorial Store when needed such as counting money, making change and balancing at the end of the day. Served as an information source to customers, both on merchandise and the Memorial. Performed other tasks as needed.

Installed and maintained complex communications equipment. Job involved receiving, transmitting, or relaying voice and data messages. Duties encompassed the setting up and the tuning of radio equipment including very small aperture terminals, antennas, and power sources to establish contact with distant stations including processing and logging all messages on multiple networks traffic. Other duties included the ability to make frequent changes to frequencies, first-level maintenance on all the equipment, and ability to operate communication systems that encode and decode cryptographic classified material and codes that could be vital to our National Security.
