Oversee the use of the federal Public Assistance Reporting Information System (PARIS) by the Department to reduce the duplicate use of public benefits. PARIS is a data matching service by the federal government that matches recipients of public assistance benefits to identify instances when duplicate benefits are received in two or more states. PARIS matches help identify improper payments and minimize fraud and abuse.Primarily, this position will facilitate the use of the interstate data match files from PARIS by the counties to ensure that individuals receive medical assistance benefits in the state in which they reside. This position acts as a liaison between the federal operation of the program and the county workers who utilize the data. This position trains county technicians, develops tracking and reporting mechanisms to monitor cost savings, and ensures that the state is in compliance with the direction to utilize this data.This position will also identify strategic opportunities to utilize the PARIS data match files containing federal benefits program data and data from the U.S. Department of Veteran’s Affairs. The position will recommend such opportunities to Department management and will also be charged with implementing any adopted strategic plans.

Position coordinates performance improvement and quality initiatives for business process re-engineering for statewide medical assistance eligibility sites. Directs strategies to ensure alignment with business process re-engineering objectives identified in the departments Implementation Advancement Planning Document (IAPD) for implementing the ACA based on technological advancements to the eligibility determination system and policy enhancements. Position works collaboratively with external vendors and parties to improve core business processes and communicate standardized practices for internal delivery within the Medical eligibility sites. Generates awareness about new technologies and system changes, providing statewide eligibility site workers with tools to improve work flow and business processes for enrollment and eligibility determinations for Medical Assistance Programs. Position measures and validates performance, researches improvement practices and suggest area for implementation. Position creates and distributes best practices, tools and materials to promote change and innovation and simplify processes among eligibility sites. Coordinates and participates in ongoing communication activities, public forums, stakeholder engagements and capacity-building peer exchanges to develop regional networks for sites to share successes/failures, discuss improvements, develop solutions and collaborate with one another. Position provides technical assistance, training and outreach through phone calls, webinars, site visits, web postings and stakeholder engagements. Provides oversight and monitoring of a contracted vendor and business partners involved with the business process re-engineering methods for medical eligibility sites.

The Program Specialist performs complex technical duties to determine eligibility for medical and Food Assistance programs within Human Services. Phone and/or in-person interviews will be conducted to gather and validate the adequacy of eligibility determination. The information gathered is extensive and must be analyzed against the numerous public assistance programs, their related regulation and entered into a complex computer system.Makes referrals to customers needing other services such as mental health, housing and/or domestic violence Assists customers with completion of applications; advise them of their rights and responsibilities; send appropriate notices to customers for action take on cases Process reported changes made by household and/or various caseload management reports Develop and maintain good communications with outside agencies Process all applications, initial and redeterminations, within mandated time frames Establishes and validates claims for overpayments Refers cases with questionable household circumstances to Investigations Unit Attends on-going training to maintain/enhance knowledge and skills Shares information with other units, county, and State agencies as appropriate Update case record based on current circumstances Analyzes written and oral information during the interview; obtains and reviews necessary data, documentation, and verification for each program of assistance as it relates to the recipients’ specific circumstances.
