  Administer, manage and supervise consultant contracts for the support of traffic incident management (TIM) plan development, including directing the resources and activities of the consultants, monitoring the overall progress of the plan development and reviewing invoices to verify payment is accurate for the services provided.Develop or direct consultant facilitation of traffic incident management (TIM) plans for urban and regional areas, traffic critical projects (TCP) and special events in accordance with Iowa’s Transportation Systems Management and Operations (TSMO) plan. Assist with maintaining, updating, and implementing Iowa DOT’s Traffic Incident Management Service Layer plan.Coordinate, as necessary, with local, county, and state officials for the development and implementation of TIM plans. Coordinate in the development, implantation and support of TIM training and operational use of the plans.Develop and manage strong relationships with stakeholders, contractors, and field staff in support of department goals and objectives. Effective communication, being highly organized, and possessing a strong work ethic is critical in reaching desired outcomes.Create training schedules and materials as needed. Conducted presentations and trainings using multiple applications and presented information to small and large groups in an effective and professional manner.Monitors and manages traffic, congestion and incidents to ensure unimpeded traffic flow and timely response to traffic incidents. Responsibilities include an understanding and use of available intelligent transportation systems, traffic management principles, engineering plans and standards for traffic control.
