Responsible for the daily mission execution, leadership, and professional development of all officers, staff, and students.Accomplishments: ► Led, developed, and empowered over 50 officers, staff, and civil servants, monitored and improved command programs and internal controls. Responded to corporate task reforms and retooled; ultimately training over 2000 recruiters.► Recognized a latent security risk and policy violation, and eliminated maintenance and overhead associated with an on-site legacy learning management and information system. Used an extant external resource and brought the information system into compliance while improving access for developers, maintainers, and end-users.► Chartered and led a cross functional team, performed soft system analysis, and developed an incidentally-collected data-based behavior model and corresponding system of awards and incentives in support of U.S. Navy talent acquisition reorganization and transformation. The fielded system provides commanders and recruiters real time feedback tied to individual and team performance.

Kabul, Afghanistan

Report to NATO Air Commander (Afghanistan) in order to provide Afghan Air Force security assistance, to support growth in capacity and capability of the Afghan National Security Forces, and to facilitate the improvement in governance and socioeconomic development in both the civilian and military aviation sectors.► Developed and managed projects to grow and develop organic Afghan civil aviation capacity. Gained trust and respect from Afghan ministerial counterparts, and successfully negotiated an international airspace agreement which transitioned control of Afghan airspace from NATO to the Afghanistan Civil Aviation Authority. ► Built a coalition, and executed over $170M in airfield transition support. Generated and consolidated contributions from NATO, The United Nations, the International Civil Aviation Organization, and the U.S. State Department in order to establish Afghan airspace sovereignty, and further economic development based on commercial air traffic, commerce, and transportation.►Planned and led over 75 advisory missions in order to foster ministerial level relationships. Overcame a stalled planning process, and assisted the Afghan Civil Aviation Authority in development and on-time submission of a successful $80M budget to the Ministry of Finance

Study, prepare, and work with counterparts from partner nations in order to address the strategic challenges of the contemporary security environment while at the Department of Defense flagship for education and capacity building. ► Completed a postgraduate program designed to maximize operational experience and relevant training. Delivered and defended a thesis that explored economic modeling, limited access orders, and international relations theory.

Kandahar, Afghanistan

Report to deputy commanding general for support, Regional Command-South in order to plan, manage coordinate, and synchronize civil/military programs in support of the combined joint task force operations in a complex combat environment. Liaise with foreign nationals, U.S. governmental, international, and private organizations to facilitate inter-agency cooperation.► Managed a portfolio of projects including the start to finish construction of a $5M entry, screening, power generation, and personnel support facilities. Used fiscal skill, risk management, and requirements analysis in order to make low impact scope changes resulting in a $1.2M reduction from a $3.9M airport ramp improvement project.► Developed relationships with local community leaders and businesses in order to provide over $200k in facility, security, and transportation improvements to the Kandahar International Airport.► Formed and led an inter-agency team that included, NATO, Coalition, U.S. Government, Non-Governmental Organizations and Afghan officials in order to develop commercial airport facility improvement, and airport economic development plans. Facilitated stability governance and economic development efforts across southern Afghanistan including improvements that led to Afghan commercial investment and subsequent civil commercial air service in Urozgan's remote Tarinkot Airport.

Report to OPNAV N95 Expeditionary Warfare Directorate and liaise with and support Naval Sea Systems Amphibious Warfare Program Office (PMS377) in order to provide support to Amphibious connector programs.► Negotiated as a member of a contract team. Built upon program expertise, contracting procedure and policy to ensure the early contract award of a landing craft service life extension program. In-depth system knowledge, forthright communication, and close-knit teamwork resulted in over $2M savings for the early delivery of an $50M contract award. ► Tenacity backed by competence fueled the revival of the U.S. Navy Utility Landing Craft (LCU) program, changing the conversation from program cancellation to program revitalization. Formed and led a team in order to generate a qualitative and quantitative analysis. The study met the requirement as front-end-analysis, a prerequisite for continuation into a funded analysis of alternatives. The value of this unconditional program work is reflected in the current vessel, now a program of record, which has implemented the original hull-form recommendations from the study.

Report to the Director of Expeditionary Warfare in order to facilitate the command, control, administration, planning, programming, and budgeting for expeditionary warfare including responsibilities regarding naval special warfare amphibious warfare, mine warfare, riverine warfare, and explosive ordinance disposal. Define program requirements, generate program documentation, liaise with end-users, manage stakeholders, and submit budgetary requests and accompanying program justification.► Astute management of $3.1B across 7 defense acquisition programs due to steadily built trust and recognized expertise in program management, requirements generation, resource sponsorship, and defense acquisition management. The program portfolio included 4 major defense acquisition programs; all would either continue to meet or exceed program schedule targets. ► Served as the Amphibious Warfare Director's representative on many occasions, including the LHA replacement working group, integrated product teams, the Chief of Naval Operations staff reorganization working group, NASA Orion capsule recovery team, and test and evaluation working groups. These efforts often focused on seemingly intractable problems but always prevailed, and led to cost savings, schedule reclamation, and/or the attainment of targeted performance goals.

► Developed and promoted a safety culture during aircraft acceptance, squadron establishment, and maiden deployment of the MH60R maritime strike helicopter. ► Wrote an aviation safety program in order to support the introduction of a new series helicopter, and conducted a formal operational risk management analysis in order to support carrier deck inter-operation of strike and combat helicopters.► Developed and documented new tactics to increase the operational safety, efficiency, and mutual support between the MH60R and MH60S helicopters. The practical demonstrations of these tactics resulted in the complete denial of access to undersea red teams - breaking a decade long trend of surface asset exposure and vulnerability. ► Led an aviation detachment at sea as the Officer-in-Charge (CEO). Implemented a rigorous aircrew training program. My team's attention to detail and diligence led to procedural development on a previously undocumented satellite communication system function. This seemingly small additional effort allowed the detachment to respond to urgent tasking; flying a record setting over the horizon medical evacuation. ► Planned and scheduled distributed operations at sea meeting 100 % of the Carrier Strike Group operational tasking.

► Led a community transition from legacy aircraft to a new series helicopter, the MH60R.Conducted operational test, flight simulator regression testing, and curriculum validation for the MH60R. Identified and clearly documented dependencies early saving schedule, and ensured the delivery of contractual obligations, and demonstrated operational effectiveness. ► Coordinated and scheduled organizational resources in order to meet flight, simulator, and classroom requirements for flight student production. Managed change through constant communication with syllabus participants, squadron leadership, and relevant stakeholders. Delivered deployment ready pilots and aircrew on time despite frequent changes to training requirements.► Demonstrated U. S. Navy rotary wing aviation operational expertise, returning practical knowledge to my students, colleagues and superiors. Flew training sorties; demonstrated flight safety, night vision goggle employment, instrument flight procedures, targeting laser safety, and efficient weapons employment.
