Researched and drafted legal memoranda on issues at the intersection of law and technology, including the implications of the Children’s Online Privacy Protection Act (COPPA) for internet-connected toys and third-party speech recognition service providers, and the scope of criminal liability for developers of mobile spyware/stalkerware applications. Drafted an attorney affirmation and subpoena, and assisted in research and drafting a brief in opposition to motion to dismiss claims alleging deception in broadband internet speed advertisements. Drafted a settlement agreement with a national transportation company that employed inadequate user account security measures. Provided research and citation assistance for FCC comment submissions.

Supervised the Research and Investigations Unit. Participated in investigations of 1,000+ businesses and individuals, resulting in judgments and settlements totaling over $100 million in penalties and restitution. Conducted undercover investigations and consumer interviews. Reviewed complaints and identified potential cases. Represented the Department in settlement negotiations and testified at administrative hearings. Drafted notices of hearing, subpoenas, affidavits, cease and desist letters, research memoranda, and license clearance reviews.

Conducted field study of vehicle traffic patterns and commercial delivery activity on 181st Street for the Office of Freight Mobility’s Truck Delivery Windows Initiative. Formulated policy recommendations based on field data and findings, which were subsequently unanimously adopted by Manhattan Community Board 12.

Provided editorial and research support to journalists for feature articles and blog posts during midterm elections.
