I am the leader of the Sheppard Mullin Governmental Practice, encompassing Government Contracts, Investigations, FCA Litigation, FDA/Life Sciences, Antitrust, Healthcare, and White Collar attorneys. I work with large and mid-sized clients in some of the country's most prominent classified and unclassified Government contracts and investigations cases, including bid protests, claims, self-disclosures, internal investigations, DOJ investigations, and False Claims Act matters.My experience includes handling significant internal investigations (i.e., existential crises), litigating under the qui tam provisions of the False Claims Act, developing and implementing corporate compliance programs, conducting internal investigations (proactive and defensive), and providing advice on the FAR Mandatory Disclosure Rules as well as a variety of federal regulatory and statutory matters, including those relating to the Multiple Award Schedule Program. I also counsel and defend clients in classified national security matters.Beyond my GovCon/Investigations work, I've been fortunate to be a part of a number of important public service projects. In 2013, I was appointed by the U.S. District Court for the Eastern District of Louisiana as the federal monitor over the New Orleans Police Department responsible for reviewing, assessing, and reporting publicly on the NOPD's compliance with a far reaching Consent Decree. I also previously served as the Deputy Independent Monitor over the Metropolitan Police Department in DC. On the pro bono front, I am the co-founder and Advisory Chair of the Active Bystandership for Law Enforcement (ABLE) Project at Georgetown University Law Center.
