Senior Human Resources Specialist (Contractor)
Current* Serves as full performance specialist with expertise in any or all of the following: staffing, performance management, employee relations, position classification, payroll, benefits and other HR related services for a variety of overseas employment programs and appointments*- Develops staffing requirements sufficient to recommend to Bureau managers and Executive Director the appropriate course to follow in the staffing process, (i.e., outside recruitment, merit promotion, reassignment, etc.)- Assists Bureau managers/supervisors on position classification matters, including interpreting standards and drafting of position descriptions or use of generic (standardized) descriptions.- Consults with supervisors in identifying training needs and developing appropriate training schedules for employees, recommending individuals for short/long-term training and maintaining effective liaison with the Foreign Service Institute or other training organizations on training matters, including content of courses & funding.- Advises management on structuring of positions and assignment of employees & assists them in establishing and maintaining a climate of employer/employee relationships which contribute to satisfactory morale and productivity.- Serves as liaison to the Foreign Service (FS) staffing organization (HR/CDA), monitoring assignment and transfer dates and other issues related to Foreign Service employment.
