Served as Lead Project Manager for Sigma Consulting Group, Inc. on $1.6B Sanitary Sewer Overflow Program for East Baton Rouge Parish. Manages Sigma's role in the SSO Program and responsible for engineering, construction, and administrative staff members. Along with management responsibilities serve as Deputy Program Manager for Project Delivery on the SSO Program.In the past has served as Project Manager and Project Engineer on various transportation, sanitary sewer, drainage engineering projects along with commercial and residential developments. Stormwater analysis experience includes drainage impact studies, rural and urban highway drainage design, HEC anaylsis, and industrial, subdivision and commercial drainage design including stormwater detention. Commercial and residential development responsibilities include site development, geometric design, drainage and detention pond design, utility layout, and permitting through local and state agencies.

Instructed CE 4760 Senior Civil Engineering Design Course every Fall semester since 2010. Project portion of the Civil Engineering Senior Capstone Course at LSU including development and introduction of class projects which typically is some type of civil development such as residential subdivision, highway design, industrial yard, etc. Provide lectures on variety of topics such as project management, consulting practice, drainage and detention pond design, flood plain mitigation, traffic analysis, construction plan preparation, and local permitting, regulations, and plan processes. In addition, meet with students for one on one instruction and mentoring.

Served in the Louisiana Air National Guard from 1992 to 2004 reaching the rank of Staff Sergeant (E-5). Mr. Crain served under the 214th Engineering Installation Squadron as an Antenna Installation and Maintenance Specialist. The mission of the 214th was to mobilize and deploy authorized resources and supporting assets to accomplish the engineering, installation, maintenance, reconstitution, and/or replacement of communications-computer systems, ATCALS and meteorological / navigational aid systems. This included support of war and mobilization plans and worldwide contingency requirements. In his 12 years with the 214th Mr. Crain deployed to bases located worldwide such as Germany; Italy; Saudi Arabia; Key West, FL; and Cape Cod, MA. Received Honorable Discharge in 2004.
