The Plan Review Division is the regulatory agency for stormwater management and erosion and sediment control approvals for all MDOT SHA projects as delegated by the Maryland Department of the Environment (MDE). I assist the Division Chief in setting Division goals, policies, and procedures and coordinate with MDE to maintain delegated authority and ensure Administration and Division compliance with all rules and regulations pertaining to SWM and ESC. Direct responsibilities include the supervision of Division staff and on-site consultants by managing the Division workload, assigning projects to team leaders, monitoring review progress, acting as technical reference, tracking reviews and reporting to senior management, proofreading all Division correspondence, and performing audit checks. Also responsible for conducting annual performance appraisals and addressing other personnel issues.

Led a team of two MDOT SHA employees and seven on-site consultants tasked with the hydraulic review of both MDOT SHA special projects and developer-led projects that impact MDOT SHA roadways. Provided technical direction and decision making for the team while completing detailed engineering review of drainage design, hydrologic/hydraulic reports/analyses/design, SWM design, and ESC design. Coordinated reviews with districts, developers, consultants, and MDOT SHA engineers. Represented MDOT SHA at meetings with State and local elected officials, other State and local agencies, and developers and their engineers. Also monitored and provided tracking data for all MDOT SHA projects’ permitting approvals.

Reviewed and provided written comments for developer-led plan and report submissions of storm drainage network design, SWM plan and design, ESC plans, and waterway construction plans that affected MDOT SHA property. Attended meetings and conference calls with MDOT SHA employees, elected officials, local government officials, developers, and design engineers.

Acted as project manager responsible for the design, report and construction document preparation, and permitting of water resources-specific projects. For large roadway and bridge projects, acted as assistant project manager responsible for coordinated day-to-day activities for the design, report and construction document preparation, and permitting of water resources aspects of the project. Collaborated with coworkers, clients, subconsultants, utility companies, and permitting agencies to provide cost-effective designs that minimized environmental, real estate, and utility impacts. Also designed various components of infrastructure projects including: horizontal and vertical alignments, superelevation, grading, open and closed drainage systems, stormwater management facilities, and erosion and sediment control.
