Kent and Medway NHS Trust buildings on behalf of Rider Levett Bucknall.• Collation and verification of assets via site survey’s incorporating Dilapidation/Condition inspections and H&S Issues• Formulation of multiple facet survey reports inclusive of detail collation, risk appraisal, and ongoing costs to enable appraisal with regard to fitness for purpose for health care buildings in terms of use, condition and compliance.• Each facet is broken down into building systems and fabric elements as well as highlighted written information about the property for example any defining issues are raised to give context to the backlog findings. This can then be used to drive Estates Strategy updates (and or property rationalisations and investment plants) as described by Estate code Section 4: “Land and Property Appraisal” and as referred to in the DH’s ‘Developing an Estate Strategy’. The report summarises these findings and provides indicative investment costs.• All the backlog condition surveys (the ‘Physical condition’ facet) are based on the approach to such information assessment as described in the DH’s risk based approach to assessing backlog maintenance.• Facet 1 - Physical Condition- The overall physical condition of the estate is assessed on the basis of three elements; buildings internal and external, mechanical systems and electrical systems. The following scores/ ranks are used to classify the building and its components:• Facet 2 – Functional Suitability - Functional suitability should be assessed on the basis of three elements; internal space relationships, support facilities and location. In liaison with the Head of Estates, responsible for the management and health and safety of all employed supervisory, maintenance and contracted staff. Working autonomously to ensure that the planned and reactive maintenance of all plant and equipment is maintained throughout the Trust's main hospital, 20 surrounding buildings, 30 residences and 3 off-site properties, in accordance with Statutory and Trust requirements.Manage all M & E maintenance matters and recommend measures to improve operations and conditions of plant and equipment. Regularly review and develop policies for engineering maintenance and plan long term maintenance programmes, emergency and contingency plans.Ensure compliance with all relevant legislation, HTM's, safe systems of work approved, codes of practice and such policies, procedures and methods of working as the Operational Estates Manager or the Trust may decide to implement.Manage a delegated proportion of a £1.5m budget. Exercise budgetary control, ensuring the expenditure is within agreed limits. Advise the Operational Estates Manager of any likely cost pressure that will affect the Department.Responsible for the management of maintenance service contracts and maintenance contractors, responsibilities to include: -a) Continual review of quality of serviceb) Responsible for ensuring value for moneyc) Responsible for reviewing comparable service suppliers Deputise for the Operational Estates Manager and act as authorised signatory in his absence.

Working in liaison with the Head of Operational Maintenance, managing PPM, reactive and project works across the Cambridge University Hospitals acute, pharmaceutical and Mental health sites on behalf of the NHS Client as required.Projects include but not limited to:• Organisation of the Critical ventilation-LEV-Cat 2-3 room verifications, duct cleaning and issue remediation.• Formulation of project design briefs, administering consultant liaison, client meeting and forward planning resourcing.• To audit and review the High Voltage electrical infrastructure across site and to formulate electronic and hard copy compliance documentation hub.• Ventilation – Joint author of trust policy on ventilation to HTM 03-01.• Management of small works projects. • Reverse engineering ventilation project of the Mortuary Department.• Collation of the Statutory Ventilation, LV and Water compliance test plans to ensure adherence to the current legislation.• Implementation of AHU electronic documentation cache for all ventilation plant across site.Day to day Duties include but not limited to:• Managing the compliance of the existing hard service subcontractors. • Providing engineering support to the existing site teams• Dealing with the issues posed by HTM 03 critical ventilation and HTM 04 Water systems risks and mitigating those risks with best practice.

Managing PPM, reactive and project works across the three hospital sites on behalf of the NHS Client.Projects include: Water services installation (Mech/ elec), refurbishment of ward areas, managing ward moves, Ventilation refurbishment works and multiple other small works.Day to day Duties include but not limited to:Managing the operational compliance of the Hospital sites.Managing the compliance of the existing subcontractors.Providing engineering support to the existing site teams.Dealing with the issues posed by legionella risks and mitigating those risks with best practice.Managing delegated budgets to ensure the smooth running of both sites.Managing the Planned Preventative and Reactive Maintenance of both sites.Prioritising a number of conflicting issues and motivating and energising the existing workforce.

Full Contract Management of the HMCS Court Service Building services contract incorporating 22 Crown court buildings circa 1.2 M.Very similar Role Specification as Norland NHS National Blood Contract. Accountable for the profit and loss outcome of a portfolio of contracts whilst delivering all services to contracted specifications. Direct and coordinate the activities of Supervisors, Admin, helpdesk and our Multi skilled Gas, Mechanical and Electrical building services operations teams and sub contractors, to ensure the delivery of a high quality service to all customers including preventive and predictive maintenance (PPM), installation and reactive repairs in client premises.  Promote excellent working practices throughout the Operations Teams and increase client satisfaction within a partnership working environment.  Control through SLA’s and KPI’s of specialist service partners and sub contractors both operationally and in terms of cost control and value.

This contract represented Norland’s largest single contract acquisition at £6m per annum representing 29 private Hospital sites throughout England and Scotland. Mobilisation and compliance of the National Nuffield Health contract across 29 hospital sites including but by no means limited to:- Control of Sub Contractor service delivery and review meetings. Verification of assets to ensure the concept system is populated and service frequencies balanced correctly. Implementation and monitoring adherence of the operational processes and procedures. Author of the Business Continuity and Emergency Procedures Manual for Nuffield Health contract. Author of the Norland/Nuffield Health Planned Maintenance Manual. Development of client relationship. Staff technical assistance. Assisting the operational team with service delivery across the contract. Ensure statutory compliance within the ACOP’s (HVCA, L8, IET, BS, HCC, MHRA, HTM’s, etc). Health, Safety and Environmental Compliance.National Blood Service Contracts ManagerFull contract responsibility, providing leadership, management, and development for the NHS National Blood contract, southern region and to ensure financial and operational commitments were met and exceeded. Ensuring adherence to the relevant NHS Health technical memorandums and to the MHRA and HCC auditing of the hard services contract.I have turned around a poorly performing contract into a smooth running contract in three months to the accolades of the client.Contract spans over 23 sites incorporating four, 24/7 Critical NHS blood processing centres and 19 Team Bases.
