Assist DCAA in performing incurred cost audits and negotiate final overhead rates when DCAA and the contractor are unable to obtain an agreement in the course of the audit. Issue final determinations when unable to achieve mutual agreement and defend determination if disputed by the contractor. Evaluate and monitor contractor’s business systems such as the accounting system, cost estimating system, purchasing system and property system for compliance and assess impact of deficiencies to the government when discovered. Perform cost analysis of contractor’s forward pricing rate and provisional billing rate proposals to ensure budgets are reasonable, are adequately supported and consistent with historically incurred costs. Negotiate and establish forward pricing rates with contractors and implement unilateral decrements to rates in order to mitigate government’s risk when necessary. Provide pre-award price/cost analysis support to buying activities when requested. Review disclosure statement submissions for adequacy and assess and recover impact of Cost Accounting Standard non-compliances and cost accounting practice changes upon materiality determination.
