I perform as an Industrial Engineering Technician GS-0895-11 for Program Management Division (PMD), Marine Depot Maintenance Command (MDMC). I research, establish and write end item and component routes for the Assault Amphibious Vehicle (AAV) family of vehicles for Inspect Repair only as Necessary (IROAN) and Return to Condition Code A (RCCA) for the Master Work Schedule (MWS). I review and study technical source documents, Statements of Work (SOW), specific requirements to determine feasibility, plan and write routes to enable MDMC to provide quality products on schedule and budget. I am the Subject Matter Expert (SME) for the assigned platform and provide guidance and clarification of requirements to Trades and Material Management Division (MMD) personnel. I serve as the Alternate Point of Contact (POC) for stakeholders concerning AAV and AAVSU programs for the Project Officer. I provide input to the Project Officer concerning short and long-term plan feasibility to support MDMC. I monitor Earned Value Management (EVM) techniques for multiple production lines to prevent misdirection of funds, labor hours or material. I attend, participate, and plan Integrated Product Team (IPT) meetings, program reviews, start of work meetings, and other working groups as required. I attended and actively participated in the IPT and initial meetings for AAVSU. I conceptualized and built the AAVSU Bill of Materials (BOM), build plan and routes. I utilized sound planning and judgment when devising and creating AAVSU routes to maximize Production Plant resources to accomplish production ahead of the schedule to meet customer requirements.I created estimates for fabrication of AAVSU components for the AAV SYSCOM Program Office. I created estimates for repair of tornado damaged Fleet Support Division (FSD) AAV Assets. I served as an Equipment Specialist (equivalent to GS-1670-NH-III equivalent to a GS-11 position) by providing logistics and provisioning support for production support services and Mine Resistant Ambush Protected (MRAP) Program Office. I reviewed provisioning technical data and engineering data including blueprints, drawings, sketches, electronic schematics, and specifications.I determined the baseline for the configuration of multiple provisioning efforts for the baseline vehicle and modernization projects. I determined initial issue spares. I reviewed, validated and verified publications including modification instructions, disposition instructions, and assembly/disassembly instructions. I reviewed, interpreted and validated the original equipment manufacturer technical drawings/electronic schematics and conducted physical configuration audits and vehicle fit-ups. I reviewed and researched Engineering Change Proposals (ECP) and Modification Work Orders. I reviewed, edited, and corrected the Initial Bill of Material (IBOM) and Maintained the BOMs for every Cougar variant. I conducted TM reviews. I wrote and revised TMs for agency wide use. I provided technical advice concerning parts, materials, and manufacturing, repair, and maintenance processes and procedures. I developed technical procurement packages to include quality assurance, test, and special tool and inspection requirements. I assigned source, maintenance, recoverability, and other management/funding codes. I conducted research and analysis for Product Quality Deficiency Reports (PDQR) in order to provide answers and recommendations for Defense Logistics Agency (DLA) 339 Requests for engineering support for Cougar MRAP Team. I provided technical support to the Operating Forces and Fleet Marine Corps. I provided logistical and technical support to the Assistant Product Managers (APM) and Marine Corps Depot Production Plants.

Served as SME for the Infantry proponent on Basic Rifle Marksmanship (BRM) and Advanced Rifle Marksmanship (ARM). Responsible for all training strategies, testing, evaluation, writing, and training on new equipment for all units serving Army-wide. Maintained training sites and equipment valued in excess of $300,000. Validates, verifies, and updates all technical manuals, field manuals and ammunition allocations that pertained to small arms weapons.

Serve as an Instructor/Writer for the United States Army Sniper School. Responsible for the accountability, health, welfare, and training 448 students annually. Present formal instruction to include Sniper Marksmanship, Sniper Employment, Target Detection and Selection, Field Sketches, Range Estimation and Advanced Camouflage and Concealment Techniques. Assists in the development of Sniper Doctrine. Serve as Sniper/Observer and Subject Matter Expert (SME) for high level demonstration. Rewrote the training support package for Windage and Elevation Holdoff Class and designed a mathematical shortcut adopted by USASS. Accountable for over $7 million of organic equipment and two range complexes. Special emphasis on Hands on Training Exercise (HOTEX), Revision of Points of Instruction (POI) classes, United States Army Sniper School (USASS) student graduation rates, Mobile Training Team (MTT), International Sniper Competition, Human Tracking Intelligence Course and Combatives Level 2. I was responsible for detailed mission planning, operations for an eleven man team and advisement of two Iraqi Mechanized National Police Battalions. I was primarily responsible for route reconnaissance and planning, communications, security planning and actions on the objective planning. I served as primary trainer on infantry, kinetic operations, and on all aspects of U.S. and foreign weaponry, to include assembly, inspection, repair and disassembly, maintenance, marksmanship, individual weapon accountability, and the execution of live fire ranges. I inspected U.S. and foreign weapons visually to check operation of mechanism for malfunctions. I disassembled and inspected parts to determine replacement. I test fired weapons daily to ensure operability. I performed inventories of U.S. and foreign equipment to control supply. I supervised two Iraqi Battalions in weapon and ammunition accountability. I planned, supervised and conducted training for multiple Iraqi units in use of Snaiperskaia Vintovka Dragunova (SVD sniper rifle) and foreign weapons. I trained eleven Iraqi soldiers in reconnaissance and sniper operations resulting in three being selected for Iraqi general Personal Security Details (PSD) and eight being selected for brigade and battalion commander PSD duty. I was selected repeatedly to serve as the Liaison Officer to multiple Iraqi National Police and Iraqi Army units and their American partner units. I served as a mentor to Iraqi Battalion and company level NCOs. I was selected for experience as well as tactical and technical knowledge to be dual-hatted as the team Communication NCO after loss of primary Communication NCO. I trained, managed and supervised two Iraqi Battalions on the installation and use of the Citadel Encryption system to secure communications. I was hand-picked by the Chain of Command (COC) to spearhead the XM110 SASS rapid fielding initiative along with developing Points of Instruction (POI) for the basic course and MTTs for deployed units. I developed an initial training plan that allowed 20 Soldiers to operate and qualify with the XM 110 SASS while deployed to Afghanistan. I test fired all repaired weapon systems for function and accuracy. I developed maintenance procedures for M110 SASS.I represented the Battalion Commander in three high level briefings, demonstrations and Hands On Training Exercise (HOTEX) with superior knowledge and training of sniper operations. I was recognized by students and Chain of Command multiple times as the instructor of the cycle. I was consistently sought out by the Chain of Command to review and develop techniques, tactics and practices for use and employment of sniper teams in OIF/Operation Enduring Freedom (OEF). I presented instruction in the assembly, disassembly and field repair of multiple weapon systems. I test fired all weapons to ensure operability and accuracy. I inspected parts to determine replacement and repair cycle. I was selected and consulted on difficult situations by Chain of Command and other instructors for all areas of small arms issues.

I served as Instructor/Writer for the United States Army Long Range Marksmanship (LRM) Course. I was responsible for the training of 700 students annually. I presented formal instruction to include ballistics, range estimation, target detection, moving targets, and intermediate-range target interdiction. I taught as primary instructor for mathematical formulas and equations for complex ballistics calculations.I was selected to represent the LRM Course at the U.S. Army Space and Missile Defense Command Annual Training Conference. I presented small arms ballistic data, mathematical models, and equations to high ranking and a doctorate-level audience with success.I actively participated in the development of the program of instruction for the LRM Course taught an enterprise level. I researched, developed classes, PowerPoint briefings, and Standard Operating Procedures (SOP) for the M14 and M21 sniper weapon system.I was selected to serve as Noncommissioned Officer in Charge (NCOIC) for multiple MTTs. I maintained 100% graduation rate from personal mentor groups, which also produced three Honor Graduates and two Top Gun award recipients.I successfully planned, resourced, managed, supervised and executed three MTTs, three resident courses and one USASS course. I provided the company with a specially trained and equipped team capable of performing highly reliable human intelligence collection and special missions against second echelon, follow on enemy forces, tactical, operational and strategic level reconnaissance. I led the team to accomplish one of the highest ratings in all Mission Essential Task List (METL) among the U.S. Army’s thirty-six Corps’ LRS teams.I supervised, evaluated, tasked, mentored and led five other specifically selected soldiers among the top five percent (5%) of their Military Occupational Specialty (MOS). I was responsible for the team's tactical employment, airborne operations, training, and professional development.I planned, coordinated and conducted high level mission Go/NoGo briefs, Adjacent Unit Coordination meetings and mission debriefs for multiple level audiences and command authorities from Battalion Commander to Corps Commander-level.I planned, executed and participated in the training of the 173rd LRS Detachment on fast rope insertion method. I was responsible for the team's tactical equipment, airborne operations, training and professional development.I planned, wrote. coordinated and conducted high level mission Go/NoGo briefs, Adjacent Unit Coordination meetings and mission debriefs for multiple level audience and command authorities from Battalion Commander to Corps Commander-level. I wrote briefs for senior leadership on Corps Long Range surveillance capabilities and mission sets.

I functioned as a sniper at the unit level in field and combat conditions. I lectured on and participated in field exercises covering sniper tactics, intelligence and collection of battlefield information, command and control, camouflage and stalking/concealed movement, and basic and advanced marksmanship.I served multiple deployments while stationed at Fort Drum NY. I deployed for Jungle Operations training to Fort Sherman Panama in February of 1999. I deployed multiple times to Fort Polk for Joint Readiness Training. I deployed for OEF in September 2001.
